Job Description

About the Role

We are looking for a seasoned Credit and Liquidity Risk Officer to assist the Department Head in the overall implementation of independent credit risk management system. Responsible for the preparation of credit risk management and credit review reports. Oversees assigned risk areas including market, liquidity, operational risk or combination thereof.

Key Responsibilities

  1. Monitor and evaluate credit exposures, identifying emerging risks and trends in loan portfolios. Monitor portfolio quality, including NPLs and past due loans.
  2. Ensure thorough review of new loan applications, renewals, and credit line increases, including comprehensive analysis of repayment risks. Review credit limits, terms, and conditions in alignment with established policies and risk appetite.
  3. Ensure timely and accurate classification of loans based on risk profiles and regulatory guidelines (e.g., IFRS 9, BSP regulations).
  4. Conduct regular assessments and periodic stress testing of credit portfolios.
  5. Recommend and help in development and implementation of credit risk policies, procedures, and methodologies.
  6. Propose updates to credit policies and procedures based on industry trends, regulatory changes, and internal risk assessments.
  7. Collaborate with other departments (e.g., Credit Officers, Relationship or Loan Managers) to ensure alignment and effectiveness in credit risk management practices.
  8. Ensure compliance with internal policies, regulatory requirements, and industry best practices.
  9. Maintain independent monitoring for portfolio quality and key credit risk indicators.
  10. Maintain and ensure updated credit risk databases and records including override in risk rating scores, allowance for credit losses and credit classification. Maintain comprehensive documentation of review activities and findings for internal and regulatory purposes.
  11. Communicate credit risk findings and recommendations to stakeholders and decision-makers.
  12. Prepare comprehensive reports for senior management, board committees, and regulatory authorities, summarizing credit risk exposures, trends, and mitigation strategies. Reports shall be presented to ExCom/AuditRiskCom/BOD on a quarterly or periodic basis as required.
  13. Oversees the development, review, update, and dissemination of risk management policies and procedures related to market, liquidity, and operational risks, ensuring alignment with the Basel risk management framework, which includes risk identification, measurement, control, and monitoring.

Required Competencies and Skills

  • Risk Management Expertise: Applies practical and advanced knowledge in risk domains. Ensures accurate risk assessments, implementation of control, and compliance with applicable frameworks.
  • Analytical Thinking and Decision-Making: The ability to gather, interpret, and analyze complex risk data, trends, and incidents. Uses sound judgment identify root causes, recommend mitigation strategies, and make decisions that align with the institutional risk appetite and regulatory expectations.
  • Policy and Process Implementation and Monitoring: Implements risk policies and ensures adherence to department standards across the unit or domain. Monitors the application of controls, collaborates across departments for consistent governance, and provides input to policy improvements.
  • Regulatory and Compliance Knowledge: The ability to interpret and apply relevant regulatory requirements (e.g., BSP, Basel, IFRS) and internal policies in risk activities. Ensures full compliance and alignment with governance frameworks, audit expectations, and supervisory standards.

Qualifications

Education

  1. Bachelors degree in the Accountancy, Finance, Economics, Business Administration, or a related field.
  2. Masters degree or MBA is an advantage but not required.

Professional Certifications

  1. Basic Risk Management certification (e.g., BSP risk training, FRM level 1)
  2. CPA or related certification are an advantage

Experience

  1. Minimum of 5-7 years of relevant experience in credit and/or operational risk
  2. With at least 2 years in a supervisory or specialist role in risk management
  3. Hands-on experience coordinating with business units, assisting in ARC reporting, and supporting regulatory compliance

Other Requirements

Familiarity with loan classification and provisioning, ECL, ACL, loan stress testing, back testing, MIS and proficiency in excel.

Strong understanding of BSP regulations, credit risk rating systems, operational risk tools, and internal controls within area of assignment.
