Core Responsibilities
- Operational Readiness: Manage the transition from construction to operations, including facility handover and As-Built documentation review.
- Maintenance Planning: Develop and implement comprehensive maintenance strategies for building assets, including MEP (Mechanical, Electrical, Plumbing), HVAC, Fire Life Safety (FLS), and Vertical Transportation Systems (VHTS).
- Contract Management: Oversee O&M service providers and maintenance contractors to ensure compliance with Key Performance Indicators (KPIs) and safety certifications.
- Asset Management: Utilize Computerized Maintenance Management Systems (CMMS) to track asset lifecycle, minimize costs, and maximize the availability of facilities.
- Design & Interface Coordination: Collaborate with engineering teams during the design phase to ensure maintainability is integrated into the final build.
- Regulatory Compliance: Ensure all facilities adhere to international and local standards such as NFPA (Fire Protection) and CENELEC
- Gather, validate, and provide technical information on Building and Facilities with the OMC
- Advise potential area of issue with regards to O&M from the perspective of Building and Facilities works design and construction works, including construction supervision.
- Participate in the related HAZARD / HAZOP Workshops
- Ensure integrity and credibility of the information provided by the Contractor's Technical Teams to the OMC.
- Coordinate with Contractor's Building and Facilities Technical Team to deliver expected outputs to OMC.
- Participate in the development of the Asset Management system with the Contractor & the OMC.
- Assist the future OMC in the preparation of Building & Facilities maintenance rules/guidelines and SOP.
- Assist in the OMC Bidding and Negotiation stages as required.
- Conduct inspections of Underground, Elevated, and Depot Building and Facilities during the warranty period and the first three (3)-year maintenance stage.
