A Bidding Accounts Lead for government projects oversees the end-to-end tender process, ensuring compliance and securing contracts. They monitor bid opportunities, manage documentation, and coordinate with government agencies, particularly through the PhilGEPS portal.
Core Job Responsibilities:
- Bidding Process Management: Supervise the entire bidding lifecycle, from identifying opportunities (Pre-bid) to submission and post-bid monitoring.
- Document Preparation & Quality Control: Review, monitor, and ensure the accuracy, completeness, and alignment of all bidding documents, technical requirements, and financial proposals with company standards and requirements.
- Compliance & Risk Mitigation: Ensure strict adherence to government procurement regulations to prevent disqualification, including tracking bid bulletins and responding to clarifications.
- Agency Coordination: Act as the liaison with Local Government Units (LGUs), and other public sector entities.
- Reporting: Provide daily, weekly, or project-based reports regarding upcoming, ongoing, and completed biddings, including the results of joined biddings.
- Process Improvement: Propose strategies to improve the efficiency and effectiveness of the bidding department.
Key Job Requirements:
- Education: Bachelor's degree in Business, Marketing, English, or related fields (Pre-Law is also preferred).
- Experience: At least 1-3 years of experience in a supervisory role managing government biddings
- Knowledge: Deep understanding of Philippine government procurement laws and processes and proficient in using the PhilGEPS system.
- Skills: Exceptional attention to detail, strong organizational skills, and proficiency in MS Office applications (Excel, PowerPoint, Word).
- Other: Willingness to travel to attend pre-bid conferences/openings
