In the event that the staff appointed to a new category (i.e. from AS to NS, or from NS to IS) is rated at 2 or lower in the first performance review after staff has completed at least one full year in the new level, they will return to the level occupied immediately prior to their appointment in the new position.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (Recruitment and Appointment). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB's overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

The position is assigned to the Digital Solutions Division (ITDS) within ADB's Information Technology Department (ITD). ITD manages the information systems and technology services required for ADB's operational activities and knowledge exchange in Headquarters and Field Offices.
ITDS provides digital solutions by delivering and supporting software application/data/business process management service products. The division works with business stakeholders to ensure the digital solutions portfolio meets business needs. In support of delivering these services, this division provides governance of applications for ADB. It also provides business process and data management foundational services to drive information consistency and efficiency of product delivery. Guided by the application governance framework and leveraging these foundational services, the division provides digital solutions to support: 1) operations and knowledge management, 2) finance and risk management, and 3) administration and corporate management. In addition, it provides resources and expertise to promote data governance practice and deliver data services, including warehousing, master data management, and business intelligence systems.
Job Purpose
The Associate IT Officer (Solutions Engineering)/IT Officer (Solutions Engineering) Will Lead The Solutions Design And Development Of New Digital Products, Enhance Existing Products, And Address Various Issues. He/she Will Lead Development Teams To Implement Solutions Based On Client Needs And Support Them. He/she Will Be Responsible For Incident And Problem Management And Will Apply Modern Software Development Methodologies, Including Agile, DevOps, Test Automation, And CI/CD (continuous Integration/continuous Delivery). The Incumbent Will Be The Subject Matter Expert In One Of The Following Subjects:
- Operations solutions with CRM/Oracle Application Development Framework
- Banking solutions with Finastra Summit, Loan IQ, and Moody's Credit Lens
- Treasury solutions with Numerix One View and Summit
- Custom disbursement solutions built on Java/Angular JS/Software AG's HIP
- ERP Financials and HR/Benefits solutions based on Oracle eBusiness Suite and HCM Cloud Applications
- Data solutions with Azure/Power BI and MDM/Data Catalog solutions
- Robotic Automation solutions with Automation Anywhere
- Lo-code No code platforms with ServiceNow and Power Apps
- Content management systems with SharePoint
- Procurement solutions on Oracle Application Development Framework, EBS and Coupa
- Travel and Service Solutions on SAP and ServiceNow.
Incumbent will report to designated International Staff and senior National Staff. He/she will execute work and lead teams alongside designated Lead or Supervisor.
Responsibilities
Solutions design and development:
- Communicates with clients to understand their needs and recommends solutions that meet them.
- Analyzes the costs and benefits of different solutions, including possible impacts on performance and security.
- Designs and implements solutions based on client needs by leading development teams to create new solutions or improve existing ones.
- Creates technical documentation such as design specifications or solution proposals.
Operations And Support:
- Manages change control process in collaboration with the change advisory board (CAB)
- Manages production support in close cooperation with the designated managed service provider and team.
- Responsible for incident and problem management. Ensure major and critical incidents are resolved timely and users are informed. Lead root cause analysis (RCA) to avoid incidents from re-occurring.
- Maintains platform and technical documentation.
Compliance & Continuous Improvements:
- Analyzes existing architectures to ensure solutions are in line with overall enterprise architecture and recommend improvements or identify weaknesses.
- Ensures that assigned application systems are developed in adherence to ADB's project standards and methods. Apply modern software development methodologies, including agile, DevOps, test automation, and CI/CD (continuous integration/continuous delivery).
- Ensures that solutions are in compliance with the security framework and that data is safe from unauthorized access.
- Tracks client feedback to ensure satisfaction with the service provided. Identify opportunities for improvement in existing solutions and recommend changes to be implemented.
Oversight and Administration
- Guides work of outsourcing contractors or administrative staff who may be involved in developing assigned application systems.
- Regularly submits reports on the work status for assigned tasks, including problems encountered; and resource requirements.
- Other duties may be assigned as reflected in the incumbent's work plan.
Relevant Experience & Requirements
- Bachelor's degree in Information Science, Computer Systems Analysis, Computer Science, Math, or related areas. Preferably with advanced training.
- At least 6 years of relevant professional experience, three (3) years of which must be in solutions design and development.
- Proficient in O365, SharePoint, and PowerApps, with the ability to design and customize solutions that meet business requirements.
- Strong analytical and problem-solving skills
- Excellent ability in requirements analysis, systems analysis, design, and functional and detailed specifications preparation.
- Familiarity with software development lifecycle (SDLC) and Agile methodologies, DevOps. CI/CD (Continuous Integration/Continuous Delivery) and testing/quality assurance.
- Experience in IT service management processes and tools required.
- Demonstrated teamwork (ability to work with others to achieve more effective results)
- Working knowledge in Azure DevOps is a plus.
- Working knowledge of one of the following solutions is a plus: Oracle eBusiness Suite & HCM Cloud Solutions, Summit, Loan IQ, Credit Lens, Numerix One View, Dynamics 365, Office 365, ServiceNow, and Automation Anywhere.
- Excellent written and verbal communication skills in English are required.
