Job Description

The World Health Organization (WHO) works with 37 Member States and areas in the Western Pacific Region to promote better health and well‑being for nearly 1.9 billion people. WHO supports countries in preventing and responding to communicable and noncommunicable diseases, strengthening health systems, ensuring environmental health, and preparing for emergencies and disasters.

At the Regional Office for the Western Pacific (WPRO), administrative excellence is essential to enabling technical programmes to deliver life‑saving results.

WHO Philippines is seeking an International UN Volunteer (Specialist) to serve as Administration Operations Officer within the Administrative Services Unit (ASU) of the Division of Business Operations and Solutions Lab (BOS).

Reporting to the Administrative Services Officer (ASO), the Officer will provide operational oversight and hands‑on support across facilities management, administrative projects, logistics, travel coordination, and asset management, ensuring efficient and compliant administrative services for both the Regional Office and Country Offices.

Key Responsibilities

1. Administrative Projects & Facilities Management

  • Support review, redesign, and implementation of building maintenance procedures, schedules, and monitoring systems.
  • Coordinate planned and reactive maintenance to minimize operational downtime and costs.
  • Support office renovations, refurbishments, and infrastructure upgrades across WHO premises.
  • Coordinate subcontractors and monitor service delivery in collaboration with ASU team leads.
  • Ensure compliance with safety, security, and regulatory standards for offices and conference facilities.

2. Operational Backup & Team Coordination

  • Act as backup to the Administrative Services Officer, ensuring continuity of operations during absences.
  • Support coordination of multidisciplinary ASU teams and subcontractors.
  • Assist in planning objectives and monitoring budget execution for administrative projects.

3. Cafeteria Management

  • Monitor compliance with food safety and sanitation standards in cooperation with relevant team leads.
  • Establish and manage mechanisms for collecting and analyzing staff feedback on cafeteria services.

4. Travel, Meetings & Conference Support

  • Support coordination of travel, logistics, and conference services for major regional meetings, retreats, and events.
  • Ensure compliance with WHO travel policies and efficient service delivery.

5. Shipping, Registry & Archiving

  • Support transition to paperless archiving and electronic document management.
  • Provide guidance and coordination during shipping and pouch dispatch processes as required.

6. Staff Support & Onboarding

  • Assist new international and national staff in settling at the duty station, in coordination with ASU colleagues.

7. Fixed Assets & Inventory Management

  • Support effective management of fixed assets, inventory, and stores in coordination with Regional and Country Offices.

Required Qualifications

Education

  • Bachelor's degree in Business Administration, Public Administration, Management, Administrative Services, or a related field.

Experience

  • Minimum 5 years of relevant experience in office administration, facilities management, logistics, or operations.
  • Proven experience in event coordination, procurement processes, and building maintenance operations.

Languages

  • English: Fluent (required)

Volunteer Living Allowance: currently US$ 2,685 to US$ 3,135
