Position: Workforce Manager

Office Location: UB Square - 9F Quezon (Head Office-Non HQ)

Job Summary: The Workforce Manager-Workforce Partnerships and Engagement the Workforce Manager shall be responsible for ensuring the effective allocation, optimization, and governance of third-party manpower across the organization. This role leads workforce data analysis, partners with business leaders to align staffing with operational needs, and ensures compliance with internal policies and vendor agreements.

Duties And Responsibilities

Workforce Planning, Allocation and Optimization

  • Lead third-party workforce data analysis to support strategic decision-making.
  • Partner with TSSG and business leaders to align workforce planning with operational and/or project requirements.
  • Analyze requirements and recommend the workforce solution based on agreed resourcing model
  • Assign the right talents within defined SLA
  • Conduct regular cadence with stakeholders to review workforce allocation success and/or challenges
  • Address workforce allocation issues, including but not limited to gaps, bandwidth concerns, turnover
  • Develop dashboards and/or reports on third-party workforce headcount trends, costs, and performance.

Third-party Workforce Governance

  • Support the development and refinement of policies and protocols for third-party workforce management.
  • Support the implementation of risk mitigation strategies related to third-party engagements.
  • Maintain and update third-party workforce database/inventory

Vendor Management

  • Engages accredited vendors thru General Services if talent requirements are not available within the organization
  • Monitor talent proposals from vendors, enforce the defined SLA in the selection process, and ensure the mandatory requirements (e.g., budget, approvals, purchase order) are met
  • Facilitate vendor selection based on established criteria and maintain relevant documentations in coordination with General Services and Legal.
  • Monitor vendor performance against SLA and ensure adherence on contractual obligations.
  • Resolve vendor-related issues and escalate concerns as needed.

Team Collaboration

  • Provide guidance to junior team members and support their development.
