Job Description
Aviation Partnership Philippines (APlus) is looking for an experienced Workforce Manager to lead and strengthen our Workforce Management capability as our operations continue to scale.
This is more than a scheduling role. We are looking for a strategic and data-driven WFM leader who can bring structure, discipline, and forward-looking workforce practices to a growing MRO environment.
The Workforce Manager will lead workforce planning and optimization across forecasting, capacity planning, staffing, scheduling, and real-time workforce management while helping build the processes, governance, and capabilities needed for a scalable WFM function.
What You'll Do:
- Lead workforce planning and forecasting to ensure manpower requirements are accurately anticipated based on operational demand, capacity, productivity, and business requirements.
- Develop and maintain capacity and staffing plans, identifying workforce gaps, surpluses, and optimization opportunities.
- Drive effective staffing allocation and scheduling to maximize workforce utilization while meeting operational requirements.
- Establish disciplined forecasting and planning methodologies, using historical data, trends, operational drivers, and business inputs.
- Oversee real-time workforce management, monitoring operational performance and making timely adjustments to address changing requirements.
- Develop and track WFM metrics, dashboards, and reports to provide actionable insights for operational and leadership decision-making.
- Partner closely with Operations and other stakeholders to translate business requirements into workforce strategies and execution plans.
- Identify opportunities for process improvement, automation, and operational efficiency within the workforce management function.
- Establish and strengthen WFM governance, standards, processes, and controls as the organization scales.
- Lead, coach, and develop the WFM team, building capability across planning, analytics, scheduling, and real-time management.
- Drive continuous improvement initiatives that improve forecast accuracy, staffing efficiency, workforce utilization, and operational responsiveness.
- Support the development of a scalable WFM operating model with clear accountability between workforce planning and workforce execution.
What We're Looking For:
- Bachelor's degree in Industrial Engineering, Operations Management and other relevant field
- 8+ years of experience in Workforce Planning and 7+ years in Management roles, with significant exposure to planning, forecasting, capacity management, scheduling, or related disciplines.
- Proven experience in a WFM leadership or managerial role, preferably within BPO, shared services, contact center, aviation, transportation, or other complex, high-volume operations.
- Strong understanding of forecasting, capacity planning, staffing optimization, scheduling, and real-time workforce management.
- Strong analytical and problem-solving skills, with the ability to translate workforce data into clear business recommendations.
- Experience developing WFM dashboards, reports, metrics, and performance insights.
- Demonstrated experience in process improvement, automation, or continuous improvement initiatives.
- Strong stakeholder management skills, with the ability to influence operational leaders and translate business requirements into workforce strategies.
- Comfortable working in a fast-paced environment where operational requirements and workforce needs can change quickly.
- Experience building or improving WFM processes, frameworks, or operating models is highly preferred.

- A track record of improving forecast accuracy, staffing efficiency, workforce utilization, or operational responsiveness.
- Experience working across multiple stakeholders and translating complex operational data into practical workforce decisions.
