We are seeking a Project Manager/Team Leader with immediate availability to support the Vessel Traffic Management System (VTMS) Feasibility Study for the Philippine Department of Transportation and the Philippine Coast Guard. This multidisciplinary and multinational project will develop a roadmap for a modern, integrated VTMS for the Philippines to enhance maritime safety, navigation efficiency, environmental protection, and maritime domain awareness.
The Project Manager will integrate and interface with the Deputy Team Leader / Philippines Project Director. The Project Manager will oversee implementation of the Philippine VTMS Feasibility Study. This role involves managing multidisciplinary technical teams, ensuring adherence to project timelines, coordinating deliverables, and maintaining quality standards. The Project Manager will act as the primary point of contact for all U.S. based stakeholders and ensure that all project objectives are met in compliance with U.S. Trade and Development Agency (USTDA) standards, and international best practices. The Project Manager provides leadership, coordination, and oversight to guide the project's successful execution and alignment with its strategic goals.
Location: Remote and at project site locations throughout the Philippines.
Employment Type: Project-Based; this position is contingent upon contract award. Candidate's CV will be submitted with project proposal.
Salary:
- An hourly rate of $75.00 - $90.50 is available for this position based upon the candidates, education, years of experience and qualifications.
Responsibilities:
Project Management and Coordination
- Lead the day-to-day management of the VTMS Feasibility Study, including technical coordination, resource allocation, schedule control, financial monitoring, and stakeholder engagement.
- Establish and maintain the project governance structure, communication protocols, reporting procedures, and project controls during the mobilization phase.
- Conduct weekly internal coordination meetings and periodic progress meetings with the Client to facilitate timely decision-making.
Team Leadership and Supervision
- Manage multidisciplinary technical teams, including specialists in maritime transportation, VTMS, engineering, economics, environmental, GIS.
- Supervise the preparation of all technical deliverables, ensuring consistency across outputs and adherence to the TOR.
Quality Assurance and Control
- Implement Quality Assurance (QA) and Quality Control (QC) procedures throughout every phase of the study to ensure deliverables meet USTDA standards and international engineering best practices.
- Review all deliverables, including technical studies, engineering analyses, and institutional assessments, before submission.
- Maintain a Deliverables Review Register to document comments, revisions, approvals, and version control.
Stakeholder Engagement
- Coordinate stakeholder mapping and engagement activities to ensure alignment with project objectives.
- Facilitate validation workshops and incorporate stakeholder feedback into the feasibility study deliverables.
- Act as the principal liaison with the USTDA, ensuring that contractual obligations, project objectives, and key milestones are achieved.
Risk Management
- Identify project risks and develop mitigation measures to address challenges.
- Conduct risk review meetings and maintain an updated Risk Register.
Documentation and Reporting
- Prepare and submit progress reports, inception reports, draft feasibility study reports, and the final feasibility study report.
- Ensure all deliverables include technical appendices, electronic datasets, and supporting documentation as required by the TOR.
Security Clearance:
- US Citizenship required; must possess a Secret clearance.
Education and Experience:
- Bachelor's or Master's degree in Engineering, Project Management, Maritime Studies, or a related field.
- Minimum of 10 years of experience in project management, preferably in maritime transportation or infrastructure feasibility studies.
- Proven track record of managing multidisciplinary teams and delivering complex projects on time and within budget.
- Familiarity with USTDA standards, international engineering best practices, and Philippine regulatory frameworks.
- Strong leadership, communication, and stakeholder engagement skills.
- Proficiency in project management tools and software.
Preferred Additional Skills:
- Ability to lead a multidisciplinary team and deliver high-quality outputs.
- Knowledge of VTMS, maritime governance, and infrastructure planning.
- Capacity to address technical and contractual issues promptly.
