Job Description

We are seeking a Journeyman Financial Expert/Transport Economist with immediate availability to support the VTMS Feasibility Study for the Philippine Department of Transportation and the Philippine Coast Guard. This multidisciplinary and multinational project will develop a roadmap for a modern, integrated VTMS for the Philippines to enhance maritime safety, navigation efficiency, environmental protection, and maritime domain awareness in line with IMO and IALA standards. The study includes assessing current capabilities, conducting technical and financial analyses, engaging stakeholders, and creating conceptual VTMS designs for key locations.

The Financial Expert/Transport Economist will lead the project's economic and financial analysis, including feasibility assessment, cost-benefit evaluation, financial modeling, investment planning, and review of financing options. The role ensures the project's viability, sustainability, and alignment with international best practices. It requires close coordination with a multidisciplinary team and government stakeholders to deliver a comprehensive, highquality, implementationready feasibility study supporting the development of a modern, integrated VTMS for the Philippines.

This position offers an opportunity to contribute to a transformative project that will enhance maritime safety, efficiency, and sustainability in the Philippines.

Location: Remote and at project site locations throughout the Philippines.

Employment Type: Project-Based; Hours will be determined by the project requirements. This position is contingent upon contract award. Candidate's CV will be submitted with project proposal.

Salary:

  • An hourly rate of $72.00 - $93.00 is available for this position based upon the candidates, education, years of experience and qualifications.

Responsibilities:

Economic and Financial Analysis

  • Conduct cost estimation, lifecycle costing, and cost-benefit analysis to evaluate the financial viability of the VTMS project.
  • Develop financial models to assess project sustainability, affordability, and economic impact.
  • Perform sensitivity analyses to identify and mitigate financial risks.

Investment Planning and Strategy

  • Evaluate funding strategies, including public-private partnerships (PPPs) and other financing options.
  • Provide recommendations for investment planning and project financing mechanisms.

Collaboration with Technical Teams

  • Work closely with technical experts to integrate financial considerations into the VTMS conceptual design and implementation strategy.
  • Support the assessment of capital expenditure (CAPEX) and operational expenditure (OPEX) requirements.

Stakeholder Engagement

  • Collaborate with Philippine government agencies, port authorities, and other stakeholders to align financial strategies with national priorities.
  • Present financial findings and recommendations during consultations and validation workshops.

Documentation and Reporting

  • Prepare detailed financial and economic analysis reports, including cost estimates, funding strategies, and investment appraisals.
  • Contribute to the development of the Draft Feasibility Study Report by consolidating financial insights into the overall project framework.

Security Clearance:

  • US Citizenship required; must possess a Secret clearance.

Education and Experience:

  • Bachelor's degree in Economics, Finance, Transport Economics, or a related field.
  • At least 10 years of professional experience in economic feasibility analysis, financial modeling, and cost-benefit evaluation, particularly in large-scale infrastructure projects, preferably in the maritime or transportation sector.
  • Experience in the maritime or transportation sector, specifically a deep understanding of maritime transportation economics, investment planning, and funding strategies.
  • Familiarity with international financial and economic standards and Philippine regulations.
  • Strong understanding of CAPEX/OPEX analysis, investment planning, and funding strategies.
  • Expertise in financial and economic analysis for government infrastructure projects.
  • Proficiency in financial modeling tools and software.

Preferred Additional Skills:

  • Master's degree in one of the above listed fields.
  • Excellent analytical, stakeholder engagement, and communication skills.
  • Ability to work collaboratively with multidisciplinary teams, including technical and institutional specialists to deliver high quality outputs.
  • Strong problem-solving skills and attention to detail.
