Job Description

We are seeking a Journeyman Environmental Expert with immediate availability to support the Vessel Traffic Management System (VTMS) Feasibility Study for the Philippine Department of Transportation and the Philippine Coast Guard. This project will develop a roadmap for a modern, integrated VTMS for the Philippines to enhance maritime safety, navigation efficiency, environmental protection, and maritime domain awareness in line with IMO and IALA standards.

The Journeyman Environmental Expert will support the environmental components of the VTMS Feasibility Study by conducting environmental impact assessments, ensuring regulatory compliance, and applying sustainable development practices. Working with multidisciplinary and multinational teams, the expert will evaluate environmental considerations, ensure alignment with Philippine and international standards, and help develop actionable recommendations for VTMS implementation. The role ensures that environmental requirements are fully addressed and effectively integrated into the overall project framework. This position offers an opportunity to contribute to a transformative project that will enhance maritime safety, efficiency, and sustainability in the Philippines.

Location: Remote and at project site locations throughout the Philippines.

Employment Type: Project-Based; Hours will be determined by the project requirements. This position is contingent upon contract award. Candidate's CV will be submitted with project proposal.

Salary:

  • An hourly rate of $50.00 - $93.00 is available for this position based upon the candidates, education, years of experience and qualifications.

Responsibilities:

Environmental Impact Assessment (EIA)

  • Conduct environmental scoping to identify potential impacts of VTMS implementation at selected sites.
  • Assess ecological resources, land use, topography, water and air quality, noise, traffic, and related environmental risks.
  • Determine the need for detailed EIAs based on Department of Environment and Natural Resources (DENR)/Environmental Management Bureau (EMB) regulations and international standards (e.g., World Bank, Asian Development Bank).
  • Identify risks such as soil erosion, chemical spills, and accidents, and recommend mitigation measures.
  • Ensure all assessments comply with Philippine environmental regulations and international best practices.

Regulatory Compliance and Governance

  • Ensure compliance with Philippine environmental regulations and international standards.
  • Coordinate with institutional and regulatory experts to align environmental assessments with governance frameworks.
  • Review applicable DENR and EMB requirements and verify adherence to relevant international guidelines.
  • Work with institutional development specialists to assess governance, regulatory structures, and environmental management responsibilities.

Collaboration and Reporting

  • Coordinate with social safeguard, legal, institutional, and technical specialists to ensure environmental considerations are fully integrated into the feasibility study.
  • Consolidate environmental findings into clear, actionable recommendations for the Draft Feasibility Study Report, supported by maps, technical drawings, and implementation plans.
  • Engage government agencies, local communities, maritime stakeholders, port operators, and development partners through consultations to address environmental concerns and ensure transparency.
  • Prepare structured reports, including the Environmental and Social Assessment Report, as part of the feasibility study deliverables.

Risk Mitigation and Sustainability Planning

  • Develop risk mitigation measures to address environmental challenges during the implementation of VTMS.
  • Propose capacity-building programs and staffing requirements to enhance environmental management capabilities.
  • Ensure that environmental sustainability is a core component of the project's strategy.

Security Clearance:

  • US Citizenship required

Education and Experience:

  • Bachelor's degree in Environmental Science, Environmental Engineering, or related field.
  • Minimum of 5 years of professional experience in environmental impact assessments, regulatory compliance, and sustainable development.
  • Experience in infrastructure or maritime projects is highly desirable.
  • Strong knowledge of Philippine environmental regulations and international standards.
  • Proficiency in environmental scoping, risk assessment, and mitigation planning.

Preferred Additional Skills:

  • Master's degree in one of the above listed fields.
  • Excellent analytical, stakeholder engagement, and communication skills.
  • Ability to work collaboratively with multidisciplinary teams to deliver high quality outputs.
  • Strong problem-solving skills and attention to detail.
