The Vice President of Operations provides strategic and operational leadership across UPPI's Terminal Operations, Customer Service, Engineering Services, HSSE, Logistics, and Purchasing functions, ensuring safe, reliable, and cost-efficient delivery of petroleum products from terminal to customer. The role translates the company's business strategy into an integrated operations plan that protects people and assets, sustains supply reliability, and drives operational excellence across the group.
How You'll Drive Success
Operations Strategy & Business Alignment
- Translate Unioil's business strategy and growth targets into an integrated operating plan across all six functions, aligning departmental plans with commercial, financial, and supply objectives
- Represent Operations in ExCom and Board discussions; advise the CEO and COO on operational risks, capacity constraints, and investment priorities
Terminal Operations Management
- Oversee terminal receiving, storage, and distribution operations across all Unioil terminals; set and monitor throughput, product loss/gain, and turnaround-time targets
- Direct long-range terminal capacity planning in coordination with Engineering Services and Commercial to support volume growth and new product lines
Customer Service Leadership
- Set enterprise-wide customer service standards for order accuracy, delivery lead time, and issue resolution; review service-level performance against targets with the Customer Service Head
- Own the final escalation point for major customer service failures; direct root-cause resolution and corrective action across Terminal, Logistics, and Customer Service teams
Engineering Services & Asset Reliability
- Ensure preventive and predictive maintenance programs sustain asset integrity and minimize unplanned downtime across terminals and equipment
- Sponsor and review major capital expenditure projects — expansions, upgrades, and new facilities — for technical soundness, cost control, and schedule adherence
HSSE Governance
- Champion a zero-incident safety culture; ensure process safety management systems, permit-to-work protocols, and emergency response plans are implemented and audited across all sites
- Ensure full compliance with DOE, ERA 1998, LGU, and environmental regulations; direct timely closure of regulatory findings and incident investigations
Logistics & Supply Chain Management
- Direct inbound and outbound logistics planning — marine, land haulage, and pipeline where applicable — to optimize cost, delivery reliability, and safety
- Own business continuity and supply contingency plans for logistics disruptions such as weather, port congestion, and force majeure events
Purchasing & Procurement Oversight
- Direct procurement strategy for operations-related goods and services — spare parts, contracted services, equipment — to secure cost efficiency and supply security
- Approve major vendor contracts and SLAs; ensure procurement governance and approval matrices are followed across Operations
Financial & Budget Management
- Own the consolidated Operations budget (Opex and Capex) across all six functions; review monthly financial performance against plan and direct corrective action on variances
Team Leadership & Talent Development
- Build and develop the leadership bench across Terminal Operations, Customer Service, Engineering Services, HSSE, Logistics, and Purchasing; lead succession planning for critical operations roles
The Expertise You Bring
Education
- Bachelor's degree in Engineering, Business Administration, Supply Chain Management, or a related field; a Master's degree or MBA is preferred
Experience
- Certification in Process Safety Management, Six Sigma/Lean, or Supply Chain Management (e.g., APICS/ASCM CSCP or CLTD) preferred but not required
- Minimum 15 years of progressive experience in oil and gas / petroleum downstream operations, including at least 8 years in senior or executive leadership overseeing multi-functional operations teams (terminal, logistics, HSSE, engineering)
- In-depth knowledge of Philippine downstream oil industry regulations (Department of Energy, ERA 1998); working familiarity with ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental Management) standards
- Proven track record managing terminal and logistics operations in the petroleum industry

- Supply Chain & Logistics Optimization — applies supply chain best practices aligned with the APICS/ASCM SCOR framework to optimize distribution networks, inventory, and total delivered cost
- Capital Project & Asset Management — sponsors and governs major capital projects and asset-reliability programs, balancing technical integrity, cost, and schedule
- Strategic Business Partnering — translates enterprise strategy into an integrated operations plan and represents Operations credibly at ExCom and Board level
- Regulatory & Compliance Management — ensures full compliance with Philippine downstream oil industry regulations and environmental/safety statutes across all operating sites
- Crisis & Business Continuity Management — leads the organization's response to supply disruptions, safety incidents, or major operational crises with structured, calm, and decisive command
- P&L and Cost Management — owns and manages the consolidated Operations budget, identifying and executing cost-efficiency initiatives without compromising safety or service
