Overview
The Operations and Maintenance Utilities is responsible for overseeing all electricity billings of sites, as well as playing a key customer service role, including dealing with Power Company, and difficult customer inquiries and problems. The position will also coordinate closely with administration, regional and site acquisition team in the execution of his or her duties. Other responsibilities include ensuring the integrity of the billing and processes, including maintaining accurate billing, payment, and customer accounting records; identifying and troubleshooting problematic sites; managing service requests; and developing analysis and reporting.
The Operations and Maintenance Utilities must also possess strong systems, analysis, problem solving and report writing skills.
Functions and Responsibilities
- Prepares accurate monitoring on monthly electricity bills contains past due or fresh billings pertaining to the cell site both base station and data center.
- Monitors end to end process of power bills received and processed in systematic way. Ensure all bills are being collected in timely manner to avoid such notice of disconnection or power shut down.
- Serves as key liaison with outside billing vendors to ensure that billings are accurate and are processed expeditiously.
- Receives and responds to staff, power utilities, lessor queries on billing payments, and other related service issues.
- Handles customer questions and/or complaints in an efficient and friendly manner.
- Resolves problems requiring immediate attention and verify that underlying systematic or process issues have been addressed.
- Prepares month-end closing and adjustment entries; account reconciliations; month-end reporting, as required.
- Creates and reviews audit reports to troubleshoot and resolve billing or meter reading issues.
- Serves as an expert in designing and developing reports and analyses for DITO, particularly in the utility billing area, utilizing technology in doing reports Compiles reports and necessary documents, spreadsheets, historical data, billing account statements and other information to respond to staff and customer inquiries as required.

Job Skills & Qualifications
- · Graduate of any bachelor's degree with 2 years of experience in a billing/accounts receivable/customer service environment (or comparable experience and demonstrating increasing responsibility.
- Proficient in an enterprise accounting/utility billing system; Strong MS Office skills. MS Access proficiency, report writing skills a plus.
