Key Responsibilities
Universal Health Care (UHC) specialist is in charge of leading the engagement with Department of Health, local government unit, and other public and private partners in the are of the full UHC implementation in the region, Health Care Provider Network (HCPN) implementation, improvement of referral guideline, policy change for budget allocation of the reimbursed resources, and improvement of health information system across the region.
This is a fixed-term post for at least two years based in Tacloban City
Major Responsibilities
HCPN
- Leading the communication with DOH, Province, Municipality to establish HCPN in the region.
- Contributing the process of policy change of HCPN implementation at the target province.
- Monitoring the full implementation of HCPN with DOH and LGU.
Referral
- Leading the dialogue with DOH, EVMC, LGU to improve the referral system in the region.
- Supporting the process of policy change and referral manual per Region and Province.
Health Information System
- Supporting the establishment of EMR system at the RHU and hospital level.
- Supporting the policy basis on budget allocation of the reimbursed resource from PhilHealth.
- Supporting the PhilHealth accreditation to RHU level with DOH and RHU.
Other Policy Change And Event
- In charge of other policy change on UHC, EMR and other UHC related policies.
- Leading the preparation of UHC forum in 2027 and support PM.
Qualifications
- A Bachelor or Master Degree in Public Administration and Policy (or equivalent) in Politics, Law, Sociology, Anthropology or a related field.
- Minimum 2 years of experience in a leading advocacy role or local level citizen mobilization.
- Excellent understanding of Maternal health and Public health, policies and local government structures, and related issues.
- Excellent communication and negotiation skills.
- Experience interacting with government and/or technical working groups at a high level.
- Excellent representational ability including public speaking, media interviews, and high-level meetings.
- Good policy analysis skills required.
- Other relevant training certificate in Advocacy, Social Accountability or Governance is preferred.
