Job Description

JOB SUMMARY

We are seeking an experienced and proactive TSI Project Quality Manager to support wind power projects. This role is responsible for planning and implementing the project Quality Management System (QMS) across supply, logistics, installation, commissioning and handover activities, ensuring compliance with contractual requirements, applicable standards, and internal procedures. The position drives quality performance through inspection and test planning, audits, NCR/CAPA management, and continuous improvement in coordination with the client, EPC/BOP contractors, and internal functions.

KEY RESPONSIBILITIES

- Develop, implement, and maintain the Project Quality Plan (PQP), including Inspection & Test Plans (ITPs), Quality Control procedures, and other contract required deliverables, to get approval from Clients.

- Coordinate with DQE(Supply quality engineer) for incoming inspection and supplier quality control for critical components and subcontracted works; coordinate vendor audits, joint work in FAT/SAT and expediting as required.

- Coordinate with Logistics Manager and ensure quality control during transportation, storage and preservation of wind turbine components and TSI scope equipment; manage damage reporting and claim evidence with clear traceability.

- Lead in planning and executing site quality assurance activities for turbine installation, electrical works, commissioning and energization activities; get approval from Clients for all testing report.

- Review documentation from Engineering team and Subcontractors, and get approval from Client when necessary, for Work Instructions, WIRs, checklists and keep as-built records to ensure compliance with applicable standards and OEM requirements.

- Work with installation supervision team and manage Subcontractors to assure proper implementation of quality control, setup and maintain project Quality KPIs for subcontractors.

- Manage Non-Conformance Reports (NCRs), deviations and concessions; drive root cause analysis (RCA) with Engineering team, and timely corrective & preventive actions (CAPA) with effectiveness verification.

- Coordinate with HSE, construction, commissioning and engineering teams to ensure quality is embedded in daily execution (QA/QC integration).

- Perform internal audits and support client/third-party audits; track audit findings and ensure closure within agreed timelines.

- Maintain project quality documentation and ensure proper submission for milestones (PAC/FAC), including turnover dossiers, test reports and certificates.

- Monitor quality performance and report weekly/monthly to project leadership and client; highlight trends, risks and improvement actions.

- Lead lessons learned and continuous improvement initiatives; support standardization of site quality tools and training/induction on quality requirements.

- Other quality related tasks assigned by Project Manager and Site Manager.

REQUIRED EXPERIENCES

- At least Bachelor's degree in Engineering (Mechanical, Electrical, Quality, Industrial) or a related discipline.

- Minimum 10+ years of quality experience in wind power, renewable energy, or large-scale power construction projects; site-based quality management experience is must.

- Strong knowledge of QA/QC practices, ITP/hold-point management, welding/bolting/torque process control, electrical testing documentation, and commissioning quality records.

- Ability to read and interpret technical drawings, procedures, and standards; familiarity with wind turbine OEM documentation and interface management, work experience in similar Wind Farm project is highly preferred.

- Good communication skills with Clients/OEs and Subcontractors, sufficient know-how to keep an unified understanding from different stakeholders, and to drive team work on same project target.

- Experience with NCR/CAPA workflow and RCA tools (5-Why, Fishbone, 8D) with a proven track record of effective resolution.

- Proficient in Microsoft Office (Excel/PowerPoint/Word) and document control systems; able to produce clear quality reports and dashboards.

- Working knowledge of ISO 9001 QMS; ISO 9001 internal auditor certification is preferred. Knowledge of ISO 45001/14001 is an advantage.

- Strong communication and stakeholder management skills; able to work with multicultural teams (client, EPC/BOP contractors, OEM, third parties).

WORKING CONDITIONS

Job is on-site based at wind farm construction locations; frequent field presence around heavy equipment and work at heights. Routine interaction with multicultural teams. May involve rotational shifts and extended hours during key project phases. Standard working schedule: 6 days per week during construction phase.
