Job Description

As a Treasury Planning and Governance Officer, you will serve as a strategic partner to the Manila Treasury Desk, supporting business growth, governance enhancement, risk management, and process improvement initiatives. You will play a key role in strengthening the Treasury Department's planning, governance, and execution framework while driving operational efficiencies through technology-enabled solutions and system enhancements. The role requires close collaboration with local, regional, and Head Office stakeholders to support strategic initiatives, regulatory reforms, digital transformation efforts, and the adoption of new Treasury products and technologies. You will contribute to the department's success by ensuring effective governance, robust controls, and sound business management practices that support the Bank's Treasury objectives and overall business strategy.

How You'll Make An Impact

  • Support Treasury Department planning, budgeting, forecasting, and performance management activities to ensure alignment with business objectives and strategic priorities.
  • Serve as the subject matter expert for FX and Rates product workflows, including associated sales processes, operational requirements, and technology dependencies.
  • Prepare regular management reports, key performance indicator (KPI) dashboards, business reviews, and presentations for senior management, Head Office, and regional stakeholders.
  • Coordinate Treasury governance activities, including policy management, internal controls, audits, regulatory inspections, and compliance-related initiatives.
  • Support the implementation and monitoring of Treasury governance frameworks, ensuring adherence to internal policies, regulatory requirements, and best practices.
  • Manage and monitor Treasury-related committees, governance forums, and action item tracking to ensure timely resolution and follow-through.
  • Support departmental projects, strategic initiatives, and process improvement programs aimed at enhancing Treasury operations and business performance.
  • Coordinate with Risk Management, Compliance, Finance, Operations, Human Resources, and other stakeholders on matters relating to Treasury governance, controls, and business management.
  • Lead and support initiatives to strengthen the Treasury control environment, operational risk management, and governance processes.
  • Assist in the development, enhancement, and implementation of Treasury products, workflows, and operating procedures.
  • Support the implementation of regulatory reforms, new regulations, system enhancements, digitalization initiatives, and automation projects.
  • Drive operational efficiency initiatives through process reviews, workflow optimization, and technology-enabled solutions.
  • Support FX booking system enhancements and the adoption of FICC and Treasury technology platforms to improve business efficiency and control effectiveness.
  • Maintain and enhance departmental policies, procedures, manuals, management information systems, and governance documentation.
  • Conduct analysis of Treasury business performance, market developments, and strategic opportunities to support decision-making and business growth initiatives.
  • Collaborate with Regional and Head Office teams to align Treasury practices with broader Global Markets objectives, governance standards, and strategic initiatives.
  • Provide support on new product approval processes, business cases, and implementation activities ensuring compliance with risk, operational, and regulatory requirements.
  • Identify and recommend process improvements and governance enhancements to strengthen Treasury operations and support business growth.
  • Perform other duties that may be assigned by Management, Department Head, or Treasury leadership.

What Sets You Apart

  • Bachelor's Degree in Finance, Economics, Business Administration, Accounting, or a related field
  • Minimum of 7 years of relevant experience in banking, treasury, finance, planning, governance, risk management, business management, or related functions
  • Strong understanding of Treasury products, including Foreign Exchange (FX), Rates, Fixed Income, and related Global Markets activities
  • Experience supporting Treasury planning, governance, business management, strategic initiatives, or control functions within a banking environment
  • Good knowledge of banking regulations, risk management concepts, governance frameworks, and internal control practices
  • Strong analytical, problem-solving, and project management skills
  • Ability to prepare executive-level reports, presentations, business reviews, and management information materials
  • Experience managing and coordinating cross-functional projects and strategic initiatives
  • Strong stakeholder management skills with the ability to collaborate effectively across business units, regional teams, and Head Office functions
  • Excellent written and verbal communication skills
  • Knowledge of Treasury systems, FX booking platforms, workflow management tools, and technology-enabled business processes
  • Experience supporting system enhancements, automation projects, digital transformation initiatives, or process improvement programs
  • Proficiency in Microsoft Office applications, particularly Excel and PowerPoint
  • Ability to manage multiple priorities and deliver high-quality outputs within tight deadlines
  • Strong attention to detail, organizational skills, and ability to work independently in a fast-paced environment
  • Professional qualifications such as CFA, FRM, PRM, PMP, or equivalent certifications are an advantage
  • Knowledge of FICC products, Treasury operations, and front-to-back trade lifecycle processes is an advantage.
