As Trade Compliance Specialist, you will serve as the Owner's focal point for monitoring, coordinating, and validating project logistics activities performed by the EPC contractor, suppliers, freight forwarders, customs brokers, and transport service providers. The role ensures that shipment planning, importation requirements, customs documentation, delivery schedules, and site readiness are aligned with the project's technical, commercial, regulatory, and construction requirements. The Engineer provides the Client with timely visibility of logistics risks, cost exposure, shipment delays, and compliance issues that may affect customs clearance, site delivery, construction readiness, or the overall project schedule and contribute directly to transforming energy for a better world. You will work closely with Project Development and Execution team to deliver results, create positive community impact, and develop your skills in a supportive, purpose-driven environment.

In This Role, Your Responsibilities Will Be:

Logistic Oversight and Coordination

• Client-Side Focal Point: Acts as the coordinator for logistics-related coordination with the EPC contractor, suppliers, customs brokers, freight forwarders, consultants, Engineering, Commercial, and site teams.
• Shipment Monitoring: Monitors with the planning team the overall shipment plan, manufacturing completion, dispatch schedules, vessel movements, customs clearance, inland transport, and site delivery status.
• Readiness Review: Reviews shipment readiness prior to dispatch to confirm that required documents, permits, technical information, delivery arrangements, and site requirements have been addressed by the responsible parties.
• Schedule Alignment: Coordinates with the Planning, Construction, Engineering, and Site teams to assess the impact of shipment delays or changes on construction activities and project milestones.

Customs, Documentation, and Regulatory Compliance

• Importation Oversight: Monitors the EPC contractor's and customs broker's compliance with customs, importation, tax-exemption, and regulatory requirements.
• ROE and Technical Coordination: Coordinates and monitors Rules of Entirety or applicable exemption submissions, HS Code and AHTN classification reviews, technical clarifications, and supporting documentation required by government agencies.
• Document Validation: Reviews and validates the completeness and consistency of packing lists, commercial invoices, bills of lading, certificates, technical data sheets, equipment brochures, Purchase Orders, Bill of Quantities, and other shipment documents.
• Regulatory Interface Support: Coordinates internal technical and commercial inputs required for submissions or clarifications to the Bureau of Customs, Tariff Commission, Department of Energy, Board of Investments, and other relevant agencies.

Transport Planning and Risk Oversight

• Transport Plan Review: Reviews and verifies that the Journey Management Plans, delivery routes, heavy-lift arrangements, Out-of-Gauge (OOG) cargo requirements, road restrictions, special permits, escort requirements, and lifting and unloading provisions prepared by the EPC Contractor or logistics provider are complete, acceptable to the Owner, and practical, enforceable, and suitable for the prevailing site conditions and project requirements.
• Risk Monitoring: Identifies and escalates logistics risks that may affect customs release, cargo delivery, site access, construction readiness, cost, or project schedule.
• Site Readiness Coordination: Confirms with the responsible site teams that access roads, laydown areas, manpower, lifting equipment, unloading arrangements, and storage facilities are ready before scheduled delivery.
• Issue Resolution Support: Facilitates coordination among responsible parties to resolve customs, port, documentation, transport, and delivery issues.

Cost and Commercial Interface

• Cost Exposure Monitoring: Tracks potential demurrage, detention, port storage, standby, rehandling, and other logistics-related cost exposure arising from delays or incomplete requirements.
• Invoice Support: Provides technical and documentary validation of logistics-related invoices, including freight, brokerage, port, handling, escort, and transport charges, for Commercial or Cost Team review.
• Contract Compliance: Monitors the EPC contractor's and logistics providers compliance with contractual obligations, agreed delivery schedules, service requirements, and allocation of logistics costs.
• Change Assessment: Supports the evaluation of logistics-related claims, variation orders, additional costs, and schedule impacts.

HSE, Quality, and Cargo Condition Oversight

• HSE Compliance Monitoring: Verifies that the EPC contractor and logistics providers have appropriate transport safety plans, risk assessments, permits, lifting plans, and emergency arrangements in place.
• Delivery Inspection Coordination: Coordinates with QA/QC, Site, Warehouse, and Engineering teams for inspection and documentation of cargo upon delivery.
• OS&D Monitoring: Monitors the reporting, investigation, and resolution of Over, Short, and Damaged cargo by the responsible contractor, supplier, transporter, or insurer.
• Insurance Claim Support: Supports the Client's review and coordination of marine or transit insurance claims by validating records, damage reports, survey findings, and supporting documents.
• Preservation Compliance: Confirms that the EPC contractor and site teams implement manufacturer-prescribed cargo handling, storage, and preservation requirements.

Reporting, Governance, and Process Improvement

• Management Visibility: Maintains shipment dashboards, document checklists, permit trackers, customs status reports, risk registers, issue logs, and cost exposure monitoring reports.
• Progress Reporting: Provides regular updates to management on shipment status, customs clearance, critical risks, delivery issues, cost exposure, and decisions required from the Client.
• Governance Support: Develops and maintains Client-side logistics monitoring procedures, review checklists, reporting protocols, and escalation workflows.
• Documentation Control: Ensures that logistics, customs, delivery, inspection, and closeout records submitted by the EPC contractor and service providers are properly reviewed, tracked, and archived.
• Lessons Learned: Captures recurring logistics issues, gaps in contractor performance, regulatory challenges, and improvement opportunities for application to future shipments and projects.

• Ensure that all expected cost reports have been properly presented to the management and within the Project Execution Team.

To Succeed in this Role, we need someone who:

• Has working knowledge of shipping documents, customs requirements, HS Code/AHTN classification, and inland transportation.
• Has experience coordinating with EPC contractors, suppliers, brokers, transport providers, and site teams.

What You Will Need:

Education & Experience:

• Bachelor's degree in Engineering, Logistics, Supply Chain Management, or a related field.
• 2 years of experience in project logistics, importation, customs coordination, freight forwarding, or construction logistics.
• At least 3 years of project logistics experience in renewable energy, power, infrastructure, or EPC projects.
• Experience in ROE applications, heavy-lift or OOG cargo, route planning, HS Code/AHTN classification, and inland transportation and logistics cost or claims review.

Technical / Functional Skills:

• Proficient in Excel and project monitoring tools.
• Strong coordination, analytical, and communication skills.
