Job Description

Responsibilities:

  • Responsible for reviewing pre-qualification requests.
  • Receive, read and understand customer's RFQS and specifications.
  • Assess risks associated with the RFQ (client, planning, overcost, political issues, etc), mitigation of risks and compliance with group internal procedures.
  • Presents to management the inquiry, its specifications and any important key issues identified. e Tackles challenges met by various stakeholders and helps finding solutions.
  • Dispatches the bid with the approval of the Head of BDTP.
  • Write / prepare justification and recommendation either the BID has to proceed or decline based on the facts and viability of the project to the Head of BDTP in conformity to client forma requirements.
  • Coordinate with Engineering & Design; Estimating; Supply Chain Management; Legal & Contracts Management; Quality, Safety, Health and Environment; Operations; Business Development and Sales and also with customer on concern functional.
  • Responsible for collating data and information to package a competitive and complete tender.
  • Coordinates with clients and BDS for site visits and important coordination meetings with clients. e Arranges internal meetings as often as necessary to come up with tenders.
  • Manages bid submittal dates.
  • Build Profit & Loss scenarios (worst / best case scenarios). Detail the proposal in tender review to (Tender Review Committee) or to the Head of BDTP, if necessary.
  • Responsible for management reports.
  • Forward and explain project details to the assigned Project Manager through project turnover to Operations.
  • Works closely with the Estimating Head in preparing high-quality and competitive tenders.
  • Reviews and evaluates the customer's tender documents, specifications, drawings, and tender requirements.
  • Assess risks associated with the RFQ and recommend risk mitigations in compliance with group internal procedures.
  • Analyze contract conditions and identify provisions with impact on estimates.
  • Coordinates and leads the preparation of the project execution plan at the tender stage to ensure competitiveness, quality and safety execution.
  • Ensures that equipment and manpower loading, dayworks schedule and material compliance are optimized in the preparation of estimates.
  • Works closely with the estimators to ensure that the schedule and execution plan are in accordance with the tender requirements and properly analyzed as the basis of estimates.
  • Provides direction on the measurement of the works to help in producing accurate estimates.
  • Checks completeness of scope and benchmark estimates against prevailing market rates.
  • Provides advice on procurement strategies, logistics requirements, timely delivery of materials and equipment to produce competitive tenders.
  • Provides quantity surveying support and technical verification on tenders.
  • Takes the lead in coordinating the preparation of project presentations during tender and post submission requirements/clarifications and presentation to customers when required.
  • Recommend possible value engineering initiatives.

Qualifications:

  • Bachelor's degree in Engineering, Construction Management, Business Administration, or a related field.
  • Extensive experience in tender management or planning, preferably within the construction or engineering industries.
  • Proven track record of delivering successful tender proposals.
  • Strong project management and organizational skills.
  • Excellent analytical, problem-solving, and negotiation skills.
  • Effective communication and leadership abilities for cross-team collaboration.
  • Attention to detail with a commitment to meeting deadlines.
  • Ability to work under pressure in a fast-paced environment.
  • Knowledge of relevant industry standards, regulations, and market trends.
