What's The Role
The Technical Specialist (Senior Project Services Engineer) will be accountable for Cost Engineering, Planning, and Reporting, ensuring the delivery of a competitive project and minimizing value leakage. The Senior PS Engineer is expected to establish robust cost and schedule control measures to ensure the project is delivered on time and within budget.
Additionally, the Senior PS Engineer will collaborate closely with the Major Projects Organization within the asset, streamlining and documenting the Project Controls processes to support consistent and efficient project delivery.
What You'll Be Doing
- Deliver accurate, highquality monthly Latest Estimates (LE) for project costs.
- Support the monthly and quarterly LE cycles.
- Maintain Change, Trend, and Contingency Management, ensuring updates are reflected in forecasts and properly linked to contingency drawdowns.
- Develop and publish comprehensive Cost Reports, including budget holder reviews.
- Implement cost control processes aligned with Shell procedures (commitment capture, VOWD, cost forecasting/phasing, EVM).
- Coordinate with Finance/Cost Controllers for monthly MJEs and Accruals.
- Ensure timely GSAP cost administration (PR/PO, GR, SE, VOWD, AUC, WBS setup/closure, time-writing).
- Support CP with cost inputs for postaward contract management.
- Develop and maintain the Project Schedule (activities, logic, resources, progress).
- Translate project scope, execution strategy, and risks into clear sequencing.
- Conduct schedule sensitivity analysis and recommend optimizations.
- Prepare schedule packages for gate reviews and approvals.
- Maintain and update productivity benchmarks and planning norms.
- Consolidate contractor progress reports and update dashboards.
- Align schedules with Construction and Integrated Activity Planners.
- Provide proactive lookahead schedules and milestone LE dates.
- Produce regular project controls reports covering cost and schedule performance, risks, issues, and progress.
- Maintain dashboards (Project/Portfolio, Milestones, Manpower).
- Support structured monthly and quarterly reporting cycles.
- Provide KPI monitoring (cost & schedule) for postaward contract management.
- Support regional/enterprise reporting, including QLE and OP cycle requirements.
What You Bring
- Engineering or Technologist degree, and/or certification as a Cost Engineer, Scheduler, or Planner; equivalent industry experience may also be considered.
- With Experience in Project Controls (Cost and Schedule) within the refinery or petrochemical industry.
- Proven experience in Project Controls roles supporting portfolio capital projects.
- Demonstrated ability to work effectively in a team environment, build consensus, and maintain strong customer focus.
- Strong working knowledge of Project Controls systems, tools, and methodologies, particularly within the Oil & Gas sector.
