Qualifications:
- Bachelor's degree in Accountancy, Finance, Business Administration, Law, or a related field.
- Certified Public Accountant (CPA) and/or Tax Lawyer designation is highly preferred.
- Minimum of five (5) years of relevant experience in Philippine taxation, with demonstrated exposure to transfer pricing and tax compliance matters.
- Strong understanding of Philippine tax laws, Bureau of Internal Revenue (BIR) regulations and procedures, local tax compliance requirements, and transfer pricing regulations.
- Proven ability to collaborate effectively with internal stakeholders, regulatory bodies, and government agencies.
- Hands-on experience in tax compliance, tax reporting, and related statutory filing requirements.
Job Summary:
The Manager for Tax Compliance and Governance (TCG) is responsible for overseeing tax compliance and governance across SMC Infrastructure business units and holding companies. He/she ensures adherence to Philippine tax laws, regulations, and reporting requirements; oversees registration and ongoing compliance with the Bureau of Internal Revenue (BIR) and Local Government Units (LGUs); and provides technical guidance, policy support, and risk mitigation to promote consistent tax practices and strengthen governance across the organization.
Key Responsibilities:
1. Transfer Pricing Compliance and Monitoring
- Monitor compliance with applicable transfer pricing regulations, including the preparation, review, and maintenance of required documentation and disclosures.
- Maintain and update related-party transaction matrices and identify intercompany transactions subject to transfer pricing requirements.
- Oversee the preparation of transfer pricing documentation, benchmarking analyses, and supporting schedules for internal compliance reviews and external tax audits.
- Coordinate with Finance, Accounting, Legal, and external tax advisors to ensure the completeness, accuracy, and timely completion of transfer pricing requirements.
2. Tax Registration and Compliance Support
- Oversee the tax and regulatory registration requirements of newly established holding companies, including applicable LGU registration fees and Documentary Stamp Tax (DST) on initial incorporation. Coordinate the registration, accreditation, amendment, and cancellation of Books of Accounts,
- Computerized Accounting Systems (CAS), point-of-sale (POS) systems, and other applicable BIR and LGU registrations and compliance requirements.
- Ensure the accurate and timely preparation and submission of compliance documents, including Lessee Information Sheets, inventory lists, and other required schedules, in coordination with relevant stakeholders.
3. Tax Policies, Procedures, and Advisory Support
- Contribute to the development, implementation, and dissemination of tax manuals, policies, procedures, and advisory memoranda to promote standardized practices and consistent tax compliance across business units.
- Monitor developments in tax laws and regulations, assess their implications for the organization, and coordinate the implementation of appropriate compliance measures, particularly those relating to transfer pricing.
- Provide technical guidance on internal tax compliance inquiries and support the identification, assessment, and mitigation of tax risks.
4. Government Liaison and Coordination
- Lead coordination and engagement with BIR and LGU officials to address tax compliance issues and facilitate timely and appropriate resolutions in accordance with applicable laws and regulations.
- Prepare and review supporting documents, schedules, and other information required in response to government inquiries, assessments, and compliance requirements, ensuring timely and accurate submissions.
5. Other Responsibilities
- Undertake other duties and special projects as may be assigned by the Head of Tax to support the objectives of the Tax Compliance and Governance Team and the broader Infra Tax Services Group.
