Job Summary
The Process and Compliance Lead for Talent Acquisition is responsible for ensuring that all recruitment processes, hiring activities, and vendor engagements comply with internal policies, regulatory requirements, and client-specific compliance standards. This role plays a critical part in safeguarding the integrity of the hiring lifecycle by conducting audits, monitoring risks, and ensuring adherence to contractual and regulatory obligations.
Key Responsibilities
TA Process Management
- Develop, implement, and maintain Talent Acquisition policies, standard operating procedures, process maps, templates, and control mechanisms.
- Standardize recruitment practices across teams, projects, locations, and employment arrangements.
- Ensure compliance with approved workflows, service-level agreements, authorization requirements, and segregation of duties.
- Monitor the recruitment process and identify areas for improvement.
- Maintain a repository of business processes, workflows, and policies, ensuring version control and accessibility.
Legal and Regulatory Compliance
- Oversee TA compliance with applicable employment, anti-discrimination, data privacy, records-management, and regulatory requirements.
- Work with Legal, Data Privacy, and HR to ensure recruitment processes meet legal and company requirements.
- Review job postings, application forms, consent forms, offer templates, assessment practices, and candidate communications for compliance.
- Monitor regulatory developments and assess their impact on recruitment policies and practices.
- Ensure appropriate controls are applied to employees, independent contractors, agency personnel, and foreign-national hires.
- Escalate matters requiring legal interpretation to authorized Legal or Data Privacy representatives.
- Ensure recruitment SOPs to align with regulations and client expectations.
- Support client audits and due diligence requests related to hiring practices.
- Validate hiring workflows meet client standards prior to onboarding.
- Monitor third-party vendors to ensure compliance with internal and client requirements.
Audit and Risk Management
- Develop and implement a risk-based TA compliance audit program.
- Conduct periodic reviews of candidate records, hiring decisions, assessments, approvals, offers, and pre-employment documentation.
- Maintain the TA compliance risk register, audit tracker, and corrective and preventive action plan.
- Lead the preparation of recruitment records and evidence for internal, external, client, and regulatory audits.
- Investigate process deviations, identify root causes, and implement preventive controls.
- Conduct audits of end-to-end recruitment processes to ensure compliance with company policies, labor laws, and client-defined hiring requirements.
- Review recruitment documentation such as offer letters, contracts, background checks, and onboarding records for accuracy and compliance.
- Identify compliance risks related to recruitment, data privacy, vendor management, and SLA adherence.
- Recommend and implement mitigation strategies to minimize risks.
- Prepare and present reports on audit findings, risks, and corrective actions.
- Track compliance KPIs and audit outcomes.
Candidate Data Privacy and Records Management
- Ensure that candidate information is collected, accessed, processed, stored, retained, and disposed of in accordance with company requirements.
- Monitor access controls and the appropriate handling of confidential candidate information.
- Ensure that required privacy notices, consent forms, and authorizations are in place.
- Establish recruitment record-retention and document-control procedures.
- Coordinate with IT, Data Privacy, and system owners to address data-security and system-access concerns.
Leadership and Coordination
- Serve as the primary TA contact for recruitment process governance and compliance matters.
- Provide guidance to recruiters, coordinators, hiring managers, and recruitment partners.
- Conduct training on recruitment policies and processes.
- Coordinate corrective actions across Talent Acquisition, HR, Legal, Data Privacy, IT, Operations, and other teams.
- Promote a culture of accountability, ethical recruitment, consistency, and continuous improvement.
Qualifications
- Bachelor's degree in Human Resources, Psychology, Business Administration, Legal Management, Industrial Engineering, or a related field.
- At least five years of relevant experience in Talent Acquisition, recruitment operations, HR compliance, quality assurance, audit, risk management, or process improvement.
- At least two years of experience leading projects, processes, or team members is preferred.
- Strong knowledge of end-to-end recruitment processes, documentation standards, and control requirements.
- Working knowledge of Philippine employment and data privacy requirements; exposure to global recruitment compliance is an advantage.
- Experience supporting internal, client, regulatory, or certification audits.
- Experience developing policies, standard operating procedures, process maps, and compliance reports.
- Proficiency in applicant tracking systems, HR systems, spreadsheets, dashboards, and reporting tools.
- Compliance, data privacy, quality management, Lean Six Sigma, or internal audit certification is an advantage.
