SMALL VALUE PROCUREMENT (SVP) / BIDDING SPECIALIST

Department

Job Summary

The Small Value Procurement (SVP) / Bidding Specialist is responsible for identifying, preparing, submitting, and monitoring government procurement opportunities, particularly Small Value Procurement (SVP) projects and other alternative procurement methods. The position ensures compliance with government procurement requirements, maintains bidding documents, coordinates with suppliers and internal departments, and secures awarded projects to achieve company revenue targets.

Duties And Responsibilities

Government Procurement Monitoring

  • Monitor PhilGEPS and government procurement portals for SVP opportunities.
  • Identify government projects generally below 2 Million and other procurement opportunities.
  • Track procurement schedules, deadlines, and submission requirements.
  • Maintain a database of active and upcoming government projects.

Bid and Quotation Preparation

  • Prepare Requests for Quotation (RFQ) responses, proposals, and bid documents.
  • Review technical specifications and procurement requirements.
  • Source products and obtain quotations from suppliers.
  • Prepare cost estimates and pricing proposals.
  • Ensure complete and timely submission of procurement documents.

Documentation and Compliance

  • Maintain updated company eligibility and legal documents.
  • Prepare procurement forms, certifications, and compliance requirements.
  • Ensure compliance with government procurement laws, regulations, and company policies.
  • Organize and maintain bidding and project files.

Supplier and Client Coordination

  • Coordinate with suppliers regarding pricing, product availability, and delivery schedules.
  • Coordinate with Sales, Purchasing, Accounting, and Logistics regarding project requirements.
  • Communicate with government agencies regarding procurement concerns and clarifications.

Award and Project Monitoring

  • Monitor bid results, awards, Notices of Award (NOA), Purchase Orders (PO), and contracts.
  • Process post-award requirements and project documentation.
  • Monitor project implementation, delivery status, and payment collection.
  • Ensure timely completion of awarded projects.

Reporting

  • Submit weekly and monthly procurement and bidding reports.
  • Monitor bid success rates and awarded project values.
  • Recommend strategies to improve bidding performance and project acquisition.

Other Duties

  • Attend procurement-related meetings when required.
  • Maintain confidentiality of company and government procurement information.
  • Perform other duties assigned by management.

Qualifications

Educational Requirement

  • Bachelor's Degree in Business Administration, Marketing, Public Administration, Engineering, Supply Chain Management, or related field.

Experience

  • At least one (1) year of experience in government procurement, bidding, sales, or project coordination.
  • Experience in PhilGEPS and government procurement transactions is highly preferred.

  • Knowledge of PhilGEPS and government procurement procedures.
  • Strong documentation and compliance skills.
