Core Responsibilities
1. BOQ Harmonization and Technical Review
Review, harmonize, and validate Bills of Quantities for 100+ facilities across health, TVET, and WASH sectors
Ensure consistency in technical specifications, quantities, and cost estimates across similar facility types
Identify discrepancies, anomalies, or missing elements in engineering documentation
Cross-check BOQ items against technical drawings and site assessment reports
Apply engineering judgment to flag potential design or cost estimation issues
2. Tender Documentation Support
Support preparation and compilation of tender documentation packages
Verify completeness of technical specifications, drawings, and scope of work
Organize and format technical annexes for tender packages
Maintain tracking systems for tender documentation status across multiple batches
Coordinate with field engineers to clarify technical requirements
3. Procurement Timeline and Documentation Management
Track procurement milestones and documentation requirements for batch-as-ready approach
Maintain systematic filing and version control for technical documents
Prepare status reports on procurement documentation readiness
Flag potential delays or bottlenecks in documentation preparation
Support coordination between technical teams and procurement officers
4. Technical Compliance and Quality Assurance
Review technical documentation for compliance with standards and AfDB requirements
Verify that engineering specifications align with sector-specific guidelines (health, TVET, WASH)
Check calculations for quantities, measurements, and cost estimates
Ensure consistency in uits of measurement and technical terminology
Document quality control checks and verification results
5. Data Management and Reporting
Compile and organize technical data for procurement budget tracking
Generate summary reports on BOQ status, cost estimates, and technical readiness
Support preparation of procurement-related sections for donor reports
Maintain databases of technical specifications and standard items across facilities
Provide ad hoc technical analysis and data extraction as requested
6. Coordination and Commuication
Liaise with field engineers, state coordinators, and technical specialists to clarify documentation
Participate in virtual coordination meetings regarding procurement technical requirements
Provide timely responses to queries on technical documentation
Support knowledge management by docum
enting lessons learned and best practices
EDUCATION and EXPERIENCE
Education
Bachelor's degree in Civil Engineering, Mechanical Engineering, Construction Management, or related engineering field
Professional engineering certification or licensure is an asset
Experience
Minimum 3 years experience in engineering, construction project management, or quantity surveying
Experience preparing, reviewing, or validating Bills of Quantities for infrastructure projects
Experience with procurement documentation or tender preparation in construction/infrastructure sector
Familiarity with health facility, education facility, or WASH infrastructure preferred
Previous experience with international organizations, NGOs, or development projects is an asset
Experience working in remote/virtual support roles advantageous
Technical Skills
Proficiency in reading and interpreting engineering drawings and technical specifications
Strong quantitative and analytical skills for BOQ review and cost estimation
Advanced MS Excel skills (formulas, data analysis, pivot tables)
Proficiency in MS Word and document management systems
Experience with AutoCAD or similar CAD s
oftware is an asset
Languages
official languages are English, French, and Spanish.
REQUIRED
