The Supervisor, HR Services is responsible for overseeing the day-to-day HR Operations activities for the EMEA region, supporting team members seated in Manila, Cluj, and across EMEA countries. This role ensures accurate, compliant, and timely execution of HR operational processes including preboarding, benefits administration, offboarding, employment verification, leave administration, contract management, and Purchase Requisition/Purchase Order (PR/PO) processing among others.

The Supervisor drives operational excellence, coaches and develops the team, manages stakeholder relationships across EMEA, and provides light escalation handling in alignment with established HR processes and service level agreements (SLAs).

Responsibilities

Key duties and accountabilities of the role:

Operational Management

  • Supervise daily HR Services operations for the EMEA region, covering preboarding, benefits administration, offboarding, employment verification, leave administration, contract management, and Purchase Requisition/Purchase Order (PR/PO) processing and other HR Operational activities.
  • Monitor operational performance against SLAs, Key Performance Indicators (KPIs), productivity, accuracy, and quality standards.
  • Ensure all HR transactions are processed accurately and within agreed turnaround times in compliance with EMEA regulatory and company requirements.
  • Provide light escalation handling for the team, serving as the initial point of escalation for team members and EMEA stakeholders on complex HR operational transactions.
  • Coordinate with internal stakeholders, HR Business Partners (HRBPs), and cross-functional teams regarding HR service delivery concerns, process updates, and continuous improvement initiatives.
  • Maintain governance and standardization of HR operational procedures, templates, and workflows across EMEA locations.
  • Partner with relevant HR Centers of Excellence (COEs) and regional HR teams to ensure alignment on policy and process changes affecting EMEA operations.

Supervision and Team Development

  • Provide day-to-day supervision, guidance, and operational support to 15 HR Services team members across Manila (4), Cluj (1), and EMEA countries (10).
  • Conduct regular coaching, feedback sessions, and performance monitoring to drive operational excellence and professional development.
  • Assist in onboarding and training new team members on HR processes, systems, and compliance requirements specific to EMEA operations.
  • Support workforce planning, workload balancing, and shift management to maintain EMEA business hours coverage.
  • Foster an inclusive and collaborative team culture across geographically dispersed locations.

Stakeholder Management

  • Build and maintain strong working relationships with EMEA HR stakeholders, business leaders, and employees across all supported countries.
  • Act as the primary point of contact for EMEA HR operational queries and service delivery matters.
  • Collaborate with Finance and Procurement teams to ensure timely and accurate PR/PO processing and vendor management.
  • Communicate service updates, process changes, and escalation outcomes to relevant stakeholders in a timely and professional manner.
  • Participate in regional HR projects and initiatives as required, representing the HR Services function.

HR Operations Support

  • Provide hands-on operational support during high-volume periods, covering preboarding activities (system setup, welcome communications, document preparation), benefits enrollment and administration, offboarding processing, and employment verification.
  • Oversee accurate contract management processes, including drafting, tracking, and storing employment contracts in compliance with EMEA country-specific requirements.
  • Ensure leave administration processes are executed consistently and in line with local EMEA regulations and company policy.
  • Validate transaction accuracy and ensure compliance with company policies and data privacy standards, including General Data Protection Regulation (GDPR).

Others

  • Maintain accurate documentation of standard operating procedures (SOPs) and work instructions for all EMEA HR operational processes.
  • Identify and implement opportunities to improve operational efficiency, service quality, and the employee experience across EMEA.
  • Leverage Oracle HRMS and ServiceNow for HR transaction processing, case management, and service delivery tracking.
  • Support other HR Services ad hoc activities as required by the business.
