Position Title: Permitting and Regulatory Compliance Manager (Renewable Energy)
Reports to: President / Project Director
Location: Philippines (La Union-based with frequent travel to project sites)
Job Purpose
The Permitting and Regulatory Compliance Manager will lead the end-to-end acquisition of all legal, technical, and environmental permits required to develop, construct, and operate embedded solar power plants in Philippines. This role ensures that UPower Energy remains in good standing with national and local regulatory bodies throughout the project lifecycle.
Key Responsibilities
- Agency Liaison: Act as the primary point of contact for the DOE, ERC, NGCP, DENR, DAR, BOI, NCIP, and other project involved government agencies
- DOE Service Contract Management: Lead the application for Solar Energy Service Contracts (SESC) and manage the transition from Pre-Development to the Development/Commercial Stage via the EVOSS platform.
- Grid & Utility Integration: Negotiate and secure Distribution Impact Studies (DIS)/System Impact Study (SIS), Distribution Asset Study (DAS)/Facility Study (FS), and Connection Agreements with host Distribution Utilities (DUs) or with NGCP.
- ERC Compliance: Oversee the application for the Certificate of Compliance (COC) and ensure all reportorial requirements (e.g., generation reports) are submitted on time.
- Land & Environmental Setup: Manage the Land Use Conversion process with the Department of Agrarian Reform (DAR) and secure Environmental Compliance Certificates (ECC) from DENR.
- LGU Relations: Secure Barangay Clearances, Mayor's Permits, and Building/Electrical permits from Local Government Units.
- Incentives Management: Coordinate with the Board of Investments (BOI) to secure Renewable Energy project incentives like Income Tax Holiday (ITH), Duty Free Importation, and more.
Minimal Requirements
1. Experience
- Years of Experience: Minimum of 3-8years in regulatory compliance or permitting, specifically within the Philippine power sector.
- Industry Track Record: Proven experience in successfully securing DOE Service Contracts and ERC COCs for at least two completed solar projects.
- Network: An established professional network within the DOE (Renewable Energy Management Bureau) and the ERC.
2. Knowledge & Expertise
- Regulatory Framework: Deep understanding of EPIRA (RA 9136), the Renewable Energy Act (RA 9513), and the EVOSS Act (RA 11234).
- Technical Literacy: Ability to interpret Single Line Diagrams (SLDs), site maps (Meridional Blocks), and technical descriptions for land titles.
- Land Laws: Familiarity with the process of converting agricultural land to industrial/commercial use in the Philippines.
3. Skill Set
- Strategic Negotiation: Ability to navigate complex discussions with Distribution Utilities and local community leaders.
- Project Management: Proficiency in tracking dozens of concurrent permit timelines (familiarity with MS Project or Monday.com is a plus).
- Communication: Exceptional written and verbal communication in English and Tagalog/Filipino to draft formal petitions and letters to government heads.
- Attention to Detail: Meticulous approach to documentary requirements to avoid Returned to Sender applications that cause project delays.
Preferred Qualifications
- Educational Background: Bachelor's degree in Electrical Engineering, Law, Accounting, or Public Administration.
- Certifications: Registered Electrical Engineer (REE), Certified Public Accountant (CPA), or a member of the Philippine Bar is a significant advantage.
- Digital Proficiency: Advanced user of the Energy Virtual One-Stop Shop (EVOSS) portal.
