Job Description

The Senior Maintenance Activity Engineer serves as the subject matter expert and operational anchor for end-to-end Change Management within the Network Operations. Beyond the core responsibilities of the Maintenance Activity Engineer, the Senior role takes ownership of complex, high-risk, and cross-domain changes; leads the quality assurance of change documentation; and mentors junior engineers in process adherence and best practices.

 

The Senior Maintenance Activity Engineer independently manages escalated change events, drives continuous improvement initiatives, and acts as the primary point of contact during major or emergency change bridges.

Change Request & Intake — Quality Control

•       Receive, evaluate, and validate completeness and accuracy of all Change Requests (Standard, Normal, Emergency) from Change Initiators.

•       Perform technical review of MOPs, rollback plans, and risk assessments for high-risk and complex changes before CAB submission.

•       Identify deficiencies in change documentation and return with guidance for correction.

•       Ensure proper change classification and risk rating; challenge misclassifications proactively.

Change Coordination & Scheduling

•       Own the centralized Change Calendar; resolve scheduling conflicts and negotiate maintenance windows with stakeholders.

•       Coordinate complex, multi-team, or cross-domain changes involving multiple NOC/SOC shifts and external vendors.

•       Ensure adherence to approved schedules, freeze periods, and maintenance windows.

•       Act as primary coordinator for high-risk or Priority-1 impacting changes.

CAB/ECAB Support, Facilitation & Change Secretariat Functions

•       Perform Change Secretariat duties: compile the change agenda, circulate meeting packs, and ensure all materials are distributed to CAB members ahead of scheduled review sessions.

•       Record and publish CAB/ECAB minutes, decisions, and action items; maintain an accurate and auditable decision log.

•       Manage CAB attendance tracking, quorum confirmation, and coordination of advisory members for specialized or cross-domain changes.

•       Lead preparation and quality review of change documentation packages for CAB/ECAB; verify completeness of MOP, rollback plan, risk assessment, and impact analysis before submission.

•       Facilitate CAB pre-review alignment meetings; consolidate and present change summaries to the Change Manager.

•       Track, communicate, and enforce CAB decisions (Approved, Conditional, Deferred, Rejected) to all relevant stakeholders; ensure no change proceeds without proper authorization.

•       Maintain the forward schedule of change (FSC); ensure the change calendar is current, conflict-free, and visible to all relevant parties.

•       Ensure ECAB approvals are obtained, documented, and traceable within required timelines for emergency changes.

Change Execution Oversight

•       Lead bridge calls for major, high-risk, or emergency change events.

•       Monitor real-time change execution; enforce compliance with approved MOP, scope, timeline, and rollback conditions.

•       Identify deviations and make real-time escalation decisions to the Maintenance Manager or Change Manager.

•       Verify rollback execution and confirm service restoration during change failures.

Emergency Change Management

•       Act as primary handler for emergency change events during and outside business hours.

•       Ensure all emergency changes are immediately logged, documented, and submitted for ECAB approval.

•       Lead post-incident review for emergency changes with high service impact.

•       Coordinate with NOC Duty Manager, Change Manager, and external vendors during emergencies.

Post-Implementation Review & Closure

•       Validate and sign off on implementation reports for high-risk and emergency changes.

•       Verify completion status (success, partial, rollback) and ensure SLA-compliant ticket closure.

•       Drive PIR completion — consolidate lessons learned and distribute action items.

•       Track open PIR actions to resolution and escalate overdue items.

Compliance, Audit & Reporting

•       Ensure all change records are audit-ready with complete documentation, approvals, and execution evidence.

•       Generate and analyze periodic change management reports:

◦       Change success rate and trend analysis

◦       Emergency vs. normal change ratio

◦       PIR completion rate and SLA compliance

◦       Repeat/recurring change failure analysis

•       Present findings and recommendations to the Maintenance Manager.

Mentoring & Team Support

•       Mentor and guide Maintenance Activity Engineers in process compliance, documentation standards, and escalation protocols.

•       Conduct peer review of change tickets and documentation raised by junior engineers.

•       Serve as acting team lead during the absence of the Lead Maintenance Activity Engineer.

•       Participate in onboarding and training of new team members.

Process Governance & Improvement

•       Identify process gaps, recurring inefficiencies, and documentation weaknesses; develop corrective action plans.

•       Propose and implement improvements in workflow, templates, escalation trees, and tooling.

•       Support automation and dashboard initiatives for change tracking and reporting.

•       Represent the Maintenance team in cross-functional process improvement discussions.

QUALIFICATIONS

Education

•       Bachelor's degree in Electronics Engineering, Computer Engineering, or a related field.

•       Equivalent work experience in lieu of degree may be considered.

Experience

•       Minimum 3–5 years of experience in telecommunications network operations, engineering, or change management.

•       At least 2 years in a change management, NOC coordination, or network operations role.

•       Demonstrated experience handling high-risk or emergency changes independently.

•       Experience mentoring or guiding junior engineers is an advantage.

Certifications (Preferred)

•       CCNA, JNCIA, CCNP, JNCIP, or equivalent network certification an advantage

TECHNICAL SKILLS

•       Advanced proficiency in ticketing platforms including reporting and dashboard configuration.

•       Solid working knowledge of network concepts and protocols (BGP, OSPF, MPLS, VLANs, QoS) sufficient to critically assess change risk and impact.

•       Ability to read, validate, and critique MOPs, network diagrams, and topology maps.

•       Proficiency in Microsoft Office Tools (Excel, Word, PowerPoint) for reporting, trend analysis, and management presentations.

•       Familiarity with network monitoring tools (e.g., SolarWinds, Grafana) for change execution oversight.

•       Working knowledge of change management metrics, KPIs, and dashboard development.

WORK SCHEDULE & CONDITIONS

•       May be required to work on a rotating shift schedule including nights, weekends, and holidays.

•       On-call availability during critical or emergency change windows.

•       Expected to lead during high-pressure change events, network incidents, or major rollbacks.
