Duties & responsibilities
What this job involves:
The Specialist - Bids & Transition independently leads end-to-end bid and transition activities, owning commercial outcomes from strategy through award and go-live. This role drives competitive bid strategies, engages directly with clients and vendors, delivers pricing recommendations, and leads transition projects with full accountability for timelines, budgets, and client satisfaction. The role operates within the Professional band, exercising independent judgment and building trusted advisor relationships with internal and external stakeholders.
Key Responsibilities:.
. Bid Strategy & Commercial Management
. Develop and own end-to-end bid strategies aligned to client requirements, commercial objectives, and competitive market positioning
. Analyze vendor proposals and pricing submissions in full, making independent commercial recommendations on preferred vendors and award decisions
. Determine pricing approaches and methodologies for each bid, building financial models and total-cost-of-ownership analyses to support award recommendations
. Negotiate commercial terms directly with vendors within defined authority limits, driving value for JLL and clients
. Lead bid governance and documentation frameworks, establishing quality standards and approval workflows across the bid lifecycle
. Present bid recommendations and commercial rationale to senior stakeholders and client representatives, defending conclusions under scrutiny
. Own bid submission timelines and milestone governance, escalating risks proactively and mobilizing resources to protect deadlines
. Develop and continuously refine bid methodologies, creating new frameworks and tools that improve win rates and commercial outcomes
. Track bid performance metrics including win rates, savings delivered, and cycle times, reporting outcomes to leadership with insight and recommendations
. Generate executive-level bid performance reports with commentary, trend analysis, and recommendations for continuous improvement
Client & Vendor Engagement
. Conduct regular client meetings and presentations, clarifying requirements, presenting bid recommendations, and managing expectations throughout the bid and transition lifecycle
. Build trusted advisor relationships with client contacts, acting as the primary point of accountability for bid and transition outcomes
. Lead vendor briefings and pre-bid engagement sessions, providing commercial guidance and managing multi-party negotiations to achieve best-value outcomes
. Resolve complex commercial disputes and vendor escalations independently, applying sound judgment within defined authority and escalating only where policy requires
. Represent JLL in external stakeholder forums, industry briefings, and client governance meetings relevant to bid and transition activity
. Provide strategic counsel to Account Directors and Solutions Development teams on bid positioning, risk profile, and commercial strategy
. Manage vendor performance during transitions, holding providers accountable to go-live commitments and resolving readiness gaps proactively
. Maintain and develop long-term vendor relationships that support pipeline development and preferred supplier strategies
. Lead vendor onboarding during transitions, taking full accountability for readiness and seamless handover to operational teams
Transition Project Leadership
. Own full transition project leadership from planning through go-live, accountable for scope, timeline, budget, and client satisfaction outcomes
. Develop detailed transition project plans, resource allocations, and risk registers, adapting strategies as project conditions evolve
. Drive transition governance forums, chairing steering meetings, presenting progress to senior stakeholders, and owning action resolution
. Deliver executive transition reporting with commentary on risks, decisions required, and recommended mitigations
. Manage transition budgets and resource deployment, ensuring expenditure is tracked and variances addressed in a timely manner
. Lead cross-functional transition teams including IFM, Vendor Management, Finance, and IT, coordinating interdependencies and resolving blockers
. Make independent decisions on transition priorities, resource reallocation, and scope adjustments within defined authority limits
. Define and enforce vendor go-live readiness criteria, intervening directly where vendor performance threatens project milestones
. Lead transition close-out and handover to operational teams, ensuring full documentation, knowledge transfer, and client acceptance sign-off
. Conduct post-transition reviews to capture lessons learned and embed improvements into future transition methodologies
Financial Analysis & Strategic Reporting
. Build advanced financial models to evaluate total cost of ownership, sensitivity scenarios, and savings projections for bid and transition strategies
. Conduct independent commercial analysis on vendor pricing, identifying risk exposures, value leakage, and negotiation opportunities
. Produce strategic insights on market pricing trends, benchmarking JLL bids against external data to sharpen competitive positioning
. Develop and maintain bid and transition performance scorecards at a portfolio level, tracking win rates, savings delivered, and client satisfaction scores
. Design and maintain executive dashboards that translate operational data into actionable strategic intelligence for leadership
. Lead market benchmarking exercises, synthesizing historical bid data, external market intelligence, and vendor performance data into insight-driven recommendations
. Prepare and present transition business cases and outcome reports to senior leadership, articulating financial impact and strategic value delivered
. Drive business intelligence initiatives, defining data requirements and partnering with analytics teams to automate and scale reporting capability
Own data governance for bid and transition data sets, establishing standards and accountability frameworks for quality and accuracy
Methodology Development & Continuous Improvement
. Create new bid and transition methodologies and frameworks, establishing JLL best-in-class standards adopted across the APAC region
. Lead the design and implementation of process improvement initiatives with quantifiable business impact, presenting business cases to leadership for approval
. Develop and maintain the transition toolkit and bid playbook, continuously incorporating market trends, lessons learned, and stakeholder feedback
. Identify and lead automation and digitisation initiatives across bid and transition workflows, owning business requirements and delivery oversight
. Own platform strategy for bid and transition tools (Jaggaer, Aravo), driving optimization and leading UAT for new features and enhancements
. Establish performance baselines and efficiency targets, holding the team accountable for continuous improvement against defined KPIs
. Lead post-project retrospectives and embed lessons learned into updated frameworks, ensuring organizational learning is systematically captured
. Own the procurement knowledge management framework for bids and transitions, governing SOP quality and ensuring currency across the team
Design and deliver capability-building programs for team members and stakeholders, elevating the skill level of the wider bid and transition community
Stakeholder Management & Governance
. Own the governance framework for bid and transition activities, ensuring compliance with JLL policy, client contractual obligations, and regulatory requirements
. Manage relationships with senior internal stakeholders including Account Directors, Regional Leadership, Finance, Legal, and IFM to align bid and transition strategies
. Develop and maintain a stakeholder engagement plan for each bid and transition, ensuring appropriate communication cadence and escalation pathways
. Chair bid governance meetings and transition steering committees, presenting decisions and recommendations with supporting evidence
. Manage risk registers for active bids and transitions, making risk-based decisions and ensuring issues are resolved before they impact outcomes
. Partner with Legal and Compliance to review bid terms, contractual obligations, and vendor agreement requirements
. Represent the S&P function in cross-functional forums, contributing thought leadership on procurement strategy and process maturity
. Provide mentoring and guidance to junior team members, supporting their professional development and performance
Commercial Advisory & Reporting
. Serve as a commercial advisor to Account Directors and Bid Leads, providing expert guidance on pricing strategy, risk allocation, and negotiation tactics
. Prepare and present executive-level reports on portfolio bid pipeline, win rates, savings, and transition performance to senior leadership
. Lead the development of bid business cases, investment proposals, and go/no-go recommendations with supporting financial analysis
. Develop and deliver tailored communications for complex stakeholder groups, adapting tone and content to audience and strategic context
. Own the commercial outcomes register for the APAC bid and transition portfolio, tracking savings delivered, risks realized, and value leakage
. Lead ad-hoc commercial analysis and strategic research in support of leadership decisions, presenting findings with clarity and confidence
. Maintain portfolio-level visibility of all active bids and transitions, proactively surfacing risks, resource constraints, and prioritization decisions
. Own the bid-to-transition handover governance framework, ensuring commercial commitments made at bid stage are fully carried into transition delivery
Performance objectives:
Accuracy & Quality Metrics
. Achieve target win rates across the APAC bid portfolio, with year-on-year improvement tracked against agreed baselines
. Deliver measurable savings outcomes on awarded bids, with results reported against benchmark and client commitments
. Maintain 4.7/5 client satisfaction scores across bid presentations and transition delivery, measured through structured feedback
Delivery & Accountability
. Deliver 100% of bid submissions on time, with proactive escalation of any risk to deadline at least 72 hours in advance
. Complete all transition projects on schedule and within approved budget, with variance explained and mitigated in real time
. Resolve all commercial vendor disputes and escalations within agreed timeframes, with no unresolved issues carried beyond 5 business days without executive awareness
. Ensure 100% of vendor go-live readiness milestones are met prior to client go-live, with zero critical gaps at handover
Commercial & Financial Impact
. Achieve 15% cost savings against baseline on bid awards, with savings methodology documented and validated
. Deliver at least two process improvement or automation initiatives per year with quantified efficiency or cost impact
. Develop and implement at least one new methodology or framework per year that is adopted across the APAC region
Stakeholder Satisfaction
. Achieve 4.7/5 average satisfaction score from key internal stakeholders (Account Directors, Regional Leadership) on commercial advice and bid/transition delivery quality
. Receive positive client feedback on at least 80% of bid presentations and transition projects, tracked through structured client debrief processes
. Successfully complete 100% of transition handovers with full client acceptance sign-off and zero critical gaps requiring post-handover remediation
Compliance & Documentation
. Maintain 100% compliance with JLL commercial governance frameworks, procurement policy, and client contractual obligations

. Complete quarterly methodology reviews, updating frameworks and SOPs to reflect market changes, lessons learned, and best practice evolution
