Job Description

Position Accountability Statement:

The Solutions Architect is a senior technical leader responsible for designing, planning, and

governing the end-to-end technology architecture that powers Maxicare's healthcare operations and digital services. This role bridges business strategy and technology execution — translating complex healthcare requirements into scalable, secure, and compliant system architectures.

The Solutions Architect collaborates closely with IT leadership, product teams, clinical operations, and external technology partners to ensure that Maxicare's platforms — from member portals and provider systems to claims processing and analytics — are built on a robust, forward-looking architectural foundation aligned with Philippine healthcare regulations and international best practices.

Architecture Design & Governance

• Lead the design and documentation of enterprise-grade solution architectures covering cloud,

microservices, network, and integration layers.

• Establish and enforce architectural standards, patterns, and governance frameworks aligned

with Maxicare's technology roadmap.

• Evaluate emerging technologies and recommend adoption strategies that support business

growth and operational efficiency.

• Conduct architecture reviews for all major IT initiatives, ensuring alignment with security,

compliance, and performance requirements.

• Develop and maintain architecture blueprints, reference models, and technical design artifacts.

Cloud Infrastructure

• Design and oversee multi-cloud or hybrid cloud environments (AWS, Azure, GCP, or

equivalent) that host Maxicare's core applications and data platforms.

• Define cloud architecture patterns including high availability, disaster recovery, auto-scaling,

and cost optimization strategies.

• Guide the migration of legacy on-premise systems to cloud-native architectures, minimizing

service disruption.

• Ensure cloud infrastructure design meets the data residency and sovereignty requirements

applicable under Philippine law.

Microservices & Application Architecture

• Architect microservices-based systems for Maxicare's digital health platforms, including

member portals, provider integration, and claims processing services.

• Define API design standards, service contracts, and inter-service communication patterns

(REST, gRPC, event-driven).

• Oversee containerization strategies using Docker and Kubernetes, including orchestration,

service mesh, and CI/CD pipeline integration.

• Ensure microservices architectures are modular, independently deployable, and designed for

resilience and observability.

Network Architecture

• Design and govern network architecture across Maxicare's primary datacenter, regional

offices, Primary Care Clinics, and cloud environments.

• Define network segmentation, VPN, SD-WAN, and zero-trust network access strategies to

support secure connectivity across provider facilities nationwide.

• Collaborate with infrastructure teams on WAN/LAN design, bandwidth planning, and network

reliability for mission-critical healthcare applications.

• Ensure network architecture supports low-latency, high-availability requirements for real-time

clinical and transactional systems.

Healthcare Systems & Compliance

• Architect solutions that integrate with healthcare systems including Electronic Health Records

(EHR), claims management, and provider network platforms.

• Ensure all architectures comply with the Philippine Data Privacy Act of 2012 (Republic Act

10173), National Privacy Commission (NPC) guidelines, and Insurance Commission (IC)

regulations applicable to HMOs.

• Design data handling frameworks aligned with health information standards (HL7, FHIR, ICD-

10) to enable interoperability across Maxicare's provider network.

• Support PhilHealth integration requirements and interoperability mandates from the

Department of Health (DOH).

Stakeholder Collaboration & Technical Leadership

• Act as the primary technical liaison between IT, business units (operations, finance, clinical),

and third-party vendors.

• Mentor and guide development teams and infrastructure engineers on architectural best

practices and design patterns.

• Prepare and present architecture proposals, technical roadmaps, and risk assessments to IT

leadership and C-suite stakeholders.

• Lead technology evaluation and due diligence for vendor selection, platform procurement, and

system integrations.

Professional Qualification:

• Bachelor's degree in Computer Science, Information Technology, Computer Engineering, or a

related field.

• A master's degree in IT, MIS, or Business Administration is an advantage.

• Minimum of 7 years of progressive IT experience, with at least 3 years in a Solutions Architect, Enterprise Architect, or equivalent senior technical design role.

• Proven track record of designing and delivering large-scale enterprise systems in regulated industries (healthcare, banking, insurance, or government preferred).

• Hands-on experience with cloud platforms (AWS, Azure, GCP, or comparable), including

architecture design and deployment.

• Demonstrable experience designing microservices-based applications and API ecosystems.

• Practical background in enterprise network design, including multi-site and hybrid cloud connectivity.

Technical Skills:

Cloud Architecture

• Deep proficiency in at least one major cloud platform: AWS (e.g., EC2, RDS, EKS, Lambda,

VPC), Microsoft Azure (e.g., AKS, Azure SQL, App Gateway), or GCP (e.g., GKE, BigQuery, Cloud Run).

• Experience designing hybrid and multi-cloud architectures with well-architected framework principles.

• Familiarity with cloud cost governance, tagging strategies, and FinOps practices.

Microservices Architecture

• Strong knowledge of microservices design patterns: API Gateway, Saga, CQRS, Event

Sourcing, Circuit Breaker.

• Experience with containerization (Docker) and orchestration (Kubernetes / OpenShift).

• Proficiency in API management platforms (Kong, Apigee, Azure API Management, or similar).

• Understanding of messaging and event streaming systems (Apache Kafka, RabbitMQ, AWS SQS/SNS).

Network Architecture

• Solid grasp of enterprise network design: VLAN segmentation, BGP/OSPF routing, firewall policies, and load balancing.

• Knowledge of SD-WAN, MPLS, and secure remote access (VPN, Zero Trust Network Access).

• Experience designing network topologies for geographically distributed organizations (e.g., multiple clinic branches, remote offices).

Required (at least one):

• AWS Certified Solutions Architect – Professional

• Microsoft Certified: Azure Solutions Architect Expert

• Google Professional Cloud Architect

• TOGAF 9 or 10 Certified

Preferred:

• CISSP, CCSP, or equivalent cloud/information security certification

• Certified Kubernetes Administrator (CKA)

• ITIL v4 Foundation

• PMP or PRINCE2 (project management)

Nice to Have:

Cloud Security

• Familiarity with cloud security frameworks: CIS Benchmarks, NIST CSF, ISO 27001.

• Experience with IAM design, secrets management (Vault, AWS Secrets Manager), and SIEM integration.

• Understanding of data encryption strategies at rest and in transit within healthcare data

environments.

• Knowledge of OWASP top vulnerabilities and secure-by-design principles for cloud-hosted applications.

• Experience with security compliance relevant to the Philippine Data Privacy Act and NPC

Circular No. 16-01.

Artificial Intelligence & Machine Learning

• Awareness of AI/ML platform architectures (SageMaker, Azure ML, Vertex AI) and how they

integrate into enterprise systems.

• Understanding of Generative AI concepts, LLM deployment patterns, and responsible AI

frameworks.

• Exposure to AI use cases in healthcare: clinical decision support, predictive analytics, fraud

detection in claims, and member engagement automation.

• Appreciation for AI governance, bias mitigation, and explainability requirements in regulated

healthcare environments.

Healthcare & Regulatory Context

As a regulated HMO operating under the Insurance Commission of the Philippines, Maxicare

requires its Solutions Architect to demonstrate working knowledge of the following:

• → Philippine Data Privacy Act of 2012 (R.A. 10173)

– Patient health information (PHI) handling, data subject rights, and breach notification

requirements.

• → Insurance Commission (IC) Circulars applicable to HMOs

– Technology governance and system reliability standards for licensed health insurers.

• → PhilHealth Interoperability Requirements

– Electronic claims filing, benefits verification, and API integration with the Philippine Health

Insurance Corporation.

• → Department of Health (DOH) Digital Health Initiatives

– Familiarity with the DOH National eHealth Framework and the Philippine eHealth Strategic

Framework and Plan.

• → Health Information Standards

– Knowledge of HL7 FHIR R4, ICD-10-CM/PCS coding, SNOMED CT, and DICOM for imaging

systems.

• → Healthcare Application Uptime & Continuity

– Architecture must ensure 24/7 availability for mission-critical systems. Experience designing

for SLA targets of 99.9%+ in healthcare environments is strongly preferred.
