Job Summary
The Development Head is responsible for overall software development delivery, governance compliance, and people leadership of the Development Unit within the Solutions Delivery Department. This role ensures that IT solutions are delivered on time, within scope and budget, and aligned with approved architecture standards and organizational risk controls.
The Primary Focus of the Development Unit Head are people, delivery outcomes, governance, and stakeholder alignment.
Specific areas of responsibility are Delivery and Accountability, People and Org Leadership, Financial and Capacity Oversight, Stakeholder and Executive Interface, Strategic Planning.
Duties and Responsibilities
Delivery Governance and Accountability
- Oversee end-to-end development delivery across assigned initiatives. Ensure compliance with SDLC processes, architecture standards, documentation requirements, and release governance controls.
People and Organizational Leadership
- Manage Development Leads and development teams. Conduct performance reviews, workforce planning, hiring, and capability development.
Capacity, Financial, and Vendor Management
- Forecast development capacity, allocate resources, and manage vendor performance. Ensure efficient utilization and budget adherence.
Risk and Stakeholder Management
- Escalate delivery risks and represent development function in governance forums and steering committees.
Other Technical Ownerships
- Oversee digital solution developments, ensuring that all work is prioritized, quality-assured, and delivered on time whilst ensuring liaison with users both internal and external to the teams.
- Oversee in gathering business requirements and translating to development details and documents.
- Work closely with service areas and technology partners to deliver effective, integrated digital solutions. Act as a key escalation and/or consultant with platform suppliers for any problems identified by solutions development areas.
- Champion the identification and use of development languages, tools, and eForms to create, review and update online content based on evidence from user research, user testing, feedback, and analytics.
- Provide support to internal users with any operational and development issues.
- Define analytics on use of content, and digital customer portal to support transformation work.
- Own the identification of the fit and suitability of digital solutions for directorate operations throughout the company.
- Own the implementation of quality control systems, processes and schedule of improvements to the digital environment to ensure that all digital solutions are fit for purpose and meet the company's on-line standards and guidelines.
- Carry out regular site maintenance including link-checking, accessibility checks, site reliability, archiving, and audience usage analysis.
- Oversee and at times develop solutions using desired programming languages based on business requirements.
Qualifications
Technical Skills:
- In-depth skills using MS Applications especially MS Excel, MS Word, MS Access, MS PowerPoint.
- Intermediate to advance understanding of Systems Analysis, System Analysis and Design (SAD) SDLC, waterfall, Agile delivery, Scrum Master, AWS Expert, Project Management, and Process Improvements.
- Working production experience and understanding of hardware, software and mobile technologies
- Working production experience with PHP Development, SQL and Non-SQL databases, API integration, web development, mobile app development, JAVA and Python are advantages
