Summary
The Site HSE Specialist is responsible for representing Health, Safety, and Environment (HSE) for the assigned site/country by building and maintaining effective relationships with regulatory authorities, external stakeholders, and the public. The role is accountable for establishing, implementing, and continuously improving HSE management systems that support line managers in ensuring compliance with local health, safety, and environmental legislation, as well as Novartis HSE policies, standards, and global requirements.

About The Role
Location: Philippines
Key Responsibilities
- Lead Health, Safety and Environment strategy across Philippines operations.
- Ensure compliance with Novartis standards and all applicable health, safety and environmental regulations.
- Partner with business leaders to embed Health, Safety and Environment priorities into strategic decisions.
- Establish governance frameworks that strengthen collaboration, operational excellence and service delivery.
- Drive a culture of safety, compliance and continuous improvement across commercial operations.
- Oversee Health, Safety and Environment risk identification, assessment, mitigation and monitoring activities.
- Lead incident reporting, investigations, root cause analysis and corrective action implementation.
- Develop organizational capabilities through coaching, mentoring and Health, Safety and Environment training initiatives.
- Provide leadership and subject matter expertise across critical Health, Safety and Environment disciplines and programs.
- Support emergency preparedness, occupational health programs and regional Health, Safety and Environment objectives.
- At least 5 years of professional experience in HSE, preferably in similar organization and environment
- Proven success leading Health, Safety and Environment programs within complex, self-operated facilities or large sites.
- Strong technical foundation in Health, Safety and Environment, engineering or related disciplines with leadership experience.
- Demonstrated expertise in identifying, managing and mitigating critical operational and safety risks.
- Experience influencing stakeholders and driving outcomes within complex matrix organizations.
- Strong planning, prioritization and continuous improvement mindset with a proactive, hands-on approach.
- Bachelor's degree in Occupational Safety and Health, Industrial Hygiene, Environmental Engineering, Pharmacy, Biological Science or a related field.
