Job Description

OVERVIEW:

SAM as the forefront of project delivery and is essential in Vendor management and the delivery of site acquisition key milestones including Site Hunting, Commercial Negotiation and Contract Documentation, Social Acceptability, National Permits, Leasing and Power Management, Regulatory Management, Real Property Tax, Site Management, Asset Registration, JPA/ROW/RTA and NTC.

The SAM Specialist position requires detailed and strict performance of SAM scope of work covering EPC (Access, DC, IBS and Transmission), Leasing (Access, DC, IBS and Transmission), Power, Real Property Tax, Regulatory and Site Management. Conduct review and approval of all SAM related tasks through MSS and other DITO applications covering SAM tasks such as but not limited to Vendor ID/Code, NRAF, COL Review, CSPF, RFP, SAM Acceptance, Power, Site ID Management, and other SAM modules. Ensure Vendor compliance based on the approved SAM parameters and guidelines.

The position is also responsible for assisting the Site Acquisition Management in the delivery of Site Acquisition & Management (SAM) Scope of Works which will act as the primary liaison between DITO Telecommunity Corporation (the company), local government offices and the lessors. This role focuses on maintaining, renewing, and acquiring licenses and permits, ensuring that all business operations comply with local ordinances, and safety regulations to ensure business continuity.

A. EPC SUPPRORT AND LEASING

  1. The SAM position requires the effective and efficient management of information by establishing complete, accurate and timely SAM Tracker and manage the compliance and completion of all required SAM information and key milestones.
  2. It is essential that the SAM Field Specialist have an established relationship with different DITO departments and Vendors and coordinate the compliance and approval of SAM tasks and resolve project issues. Provide assistance to other departments as required.
  3. Conduct on-site inspection, validation of site issues, on-site solutions, negotiations with Lessors and government agencies and assist Vendors as required. Conduct survey and acquire documents and permits as required.
  4. Establish weekly meetings, manage SAM project meetings with VENDORS and LESSORS and provide timely and effective solutions. Establish reporting formats and minutes of the meeting and ensure the compliance of action items based on committed target dates. Escalate major issues when applicable. Identify issues and dependencies per site including process challenges and required management approval. Push for the completion of all SAM milestones and manage the gap.
  5. It is essential that the SAM Specialist shall perform Lessor Management, Accounts Management, Contract Management specially under IBS Project which entail collaboration with corporate entities, executives, building administrators, operation departments and leasing departments.
  6. Monitor and manage the compliance of Lease including the delivery of checks, financial documents compliance such as AR_OR_BIR 2307. This will ensure continuity of the management of rental payment. Perform all other functions, duties and responsibilities as required by supervisor, SAM Manager and DITO management covering Leasing. Ensure the monitoring, timely application, and approval of all RFPs due and timely delivery of rental to Lessors. Address all rental and contract issues as required.
  7. Provide complete and accurate weekly project reports, project summaries, project issues, escalations to SAM Manager, Project Control and Regional Manager and others as required.
  8. Conduct site audit and contract audit to ensure all SAM related information are accurate.
  9. Collect, consolidate, and establish proper documentation of all SAM related documents, permits and designs and ensure to secure all complete SAM folders.
  10. Process the documentation and transfer of titles of DITO purchased properties (if required).
  11. Monitor and manage the compliance of rental, apply RFP, monitor, and record the issuance of cheques, include delivery of cheques and payment of rentals due. It is important to ensure that there are no delayed payments and avoid Contract and Lessor issues.
  12. Establish the relationship with Lessors and HOA and resolve all contract related issues such as Contract Renewal and Contract Amendments. Aid and coordinate with different DITO departments such as but not limited to O&M, Legal and Finance and resolve site and contract issues.
  13. Establish Leasing and RFP Tracker and ensure all information are complete including the recording of site issues, site changes and contract amendments.
  14. Support and address all SAM related issues affecting O&M and escalate all CME issues to concerned DITO departments. Conduct on-site validation and support as required.
  15. Monitor the completion and compliance of all required SAM tasks in the Documentary Management System.
  16. Perform all SAM tasks related to Power including but not limited to review of TPCA and PPCA, review and approval of SAM Power Tasks in MSS, pay all related power costs to power owners or utility companies, monitor and establish power tracker, ensure the compliance of sites with CFEI and requirements for permanent power installations. Conduct on-site validation and support as required.

Permit and License Compliance Management:

  1. Facilitate the application, renewal, and maintenance of Business Permits, Mayor's Permits, Barangay Clearances, Locational Clearances, and Certificate of Annual Inspection.
  2. Acquire all RPT and Regulatory permits and monitor the processing, acquisition and compliance of annual local government regulatory fees, business permits, mayor's permit, barangay permit, real property taxes on the improvements and other related permits covering the operation of sites. It is important that the renewal and payment of fees are on time to ensure there are no penalties, no LGU violations and all that is required is complied, in compliance to all existing LGU rules and regulations.
  3. Act as the official representative to City Hall, Barangay offices, and other local agencies.
  4. Monitor, review, and ensure compliance with local ordinances and national laws affecting business operations.
  5. Assist in the preparation of documents for regulatory audits and inspections.
  6. Provide complete and accurate weekly regulatory reports, summaries, issues and escalations to SAM Management and others as required.
  7. Collect, consolidate and establish proper documentation of all SAM related documents, permits and designs and ensure to secure all complete SAM folders.
  8. Establish reporting formats and minutes of the meeting and ensure the compliance of action items based on committed target dates. Escalate major issues when applicable.
  9. Monitor the completion and compliance of all required documents and permits in the Documentary Management System
  10. Monitor and manage the compliance of RFPs, monitor and record the issuance of cheques, include delivery of cheques and payment due to local government agencies. It is important to ensure that there are no delayed payments and avoid penalties and violations by LGUs.
  11. Establish the relationship with Lessors, Building Admin and LGU to resolve all Regulatory related issues. Aid assistance and coordinate with different DITO departments such as but not limited to O&M, Legal, Tax, Finance, Procurement and Network Construction.
  12. DITO and SAM Management reserve the right to alter, add, replace and assign additional and new scope of works, functions and other duties and responsibilities including a change in the assignments if required.
  13. All employees who work in the department cover for each other during vacation or if someone is out sick or emergency. This means employee may have to occasionally take on tasks outside the normal scope of their job.
  14. Perform all other functions, duties and responsibilities as required by SAM Manager, SAM Director and DITO Technology Management related to Leasing and Regulatory compliance.
