The SHES Supervisor is responsible for carrying out all the construction site Occupational Safety and Health goals and objectives of promoting, creating, and maintaining compliance to HS rules
and regulations. The position ensures the implementation of OSH programs and collaborates with the general contractor (EPC) to comply with all the government related laws and OSH requirements stated on the contract. The position also supports security concerns emerging on the site.
Outcomes Expected and Responsibilities:
- Responsible for managing daily SHES activities for the Works, all relevant weekly, monthly, & quarterly SHES reporting to the Project Manager/SHS Manager, and for all feedback, close-outs, investigations, & all safety-related information exchanges.
- Where there are numerous Safety officers on the Site, the SHES Supervisor will take overall responsibility for OSH activities.
- Manages the occupational health and safety units through constant monitoring, checking and validation of activities done by the ARI PE project team and the EPC contractor/s.
- Regularly reviews OSH standards and communicates with OSH regulators and the Legal department to avoid Notice of Violation.
- Ensures renewal of OSH permits and licenses by the contractor and Stakeholder Relation Compliance team and constantly monitors to avoid fines and penalties.
- Checks and monitors the effectiveness of OSH management programs through inspection, audit and validation if properly implemented.
- Maintains constant updating of OSH activities to Management through regular reporting to ensure that OSH activities are communicated.
- Coordinates with other functional teams through written and verbal communications to address OSH non-compliance issues.
- Coordinates and reports to the PDE SHES Management team all related issues and concerns and ensures cascade of instructions down to the EPC contractors.
- Prepares summary of OSH Plans, Programs, incident reports, accomplishment reports and apply mitigation/innovations to succeeding programs.
- Analyzes OSH data by comparing with standards and recommending action plans.
- Recommends, plans and implements OSH programs that are in line with the corporate goal of attaining World Class Status.
- Ensures participation and support to the initiatives of government regulators to maintain the good reputation of the company.
- Optimizes Project Team OSH budget to comply with the requirements of the project.
- Performs other related duties and responsibilities that may be assigned by his/her immediate superior.
- Prepares and submits regular regulatory required reports.
Implements the following Construction Responsibilities:
- Continuous inspection of project sites, to ensure a hazard-free environment.
- Assessment and evaluation of contractor safety.
- Plans, including Job Hazard Analysis, Task Risk Analysis, Permit to Work, etc.
- Verification of tools and equipment to ensure good quality.
- Enforcing safety guidelines and programs.
- Carrying out drills and exercises on managing emergency situations.
- Conducting investigations on accidents
- Verifying that all safety reports are submitted to related government institutions.
- Responding to workers safety concerns.
- Manages all communications with government departments in regards of safety.
- Promoting safe practices on site.
- Manages all communications with government departments in regards of safety.
- Arranges DOLE-mandated evaluations of the site.
- Coordinates all issues regarding hazardous materials or waste.
- Preparation of a construction health and safety plan.
- Attending project planning meetings and collaborating with construction managers.
- Establishing and maintaining health and safety communication structures.
- Testing effectiveness of site emergency response plans
- Continuous monitoring of safety statistics and all safety-related documents and reports.
Minimum Qualifications:
- With at least three (3) years of Occupational Safety and Health experience
- Two (2) years related project experience
- Must have completed a degree in BS Engineering or BS Nursing, or any related course
- Preferably a DOLE-accredited Occupational Safety and Health Practitioner
- One (1) vacant position in San Marcelino, Zambales.
