Job Description

Job Responsibilities

Under the leadership of the Chief Financial Officer (CFO), oversee and coordinate treasury management activities, including cash and liquidity planning, treasury budgeting, property and asset insurance, and related matters. Key responsibilities include:

  1. Oversee treasury management across all company entities, including the end-to-end supervision of fund disbursements to enhance the accuracy and efficiency of fund settlements. Manage domestic and overseas cash flow forecasting and allocation, assess the impact of foreign exchange fluctuations on the company's financial returns, and optimize overall fund utilization efficiency.
  2. Manage complex treasury operations, including cross-border cash pooling, cross-border transactions, and multi-currency foreign exchange activities; participate in establishing and enhancing the company's cross-border treasury management framework. Identify, hedge, and manage foreign exchange risks in strict compliance with domestic and international foreign exchange regulatory requirements to minimize foreign exchange losses.
  3. Lead the development of the company's overall treasury planning and prepare annual and business plan treasury budgets.
  4. Negotiate payment terms and settlement arrangements with key suppliers, and develop balanced payment plans based on the company's cash flow position to alleviate short-term liquidity pressure while adapting to local business practices.
  5. Oversee insurance arrangements for insurable corporate assets, including telecommunications equipment and fixed assets, covering insurance program selection, annual renewals, and claims coordination. Monitor developments in international insurance markets, comply with applicable international insurance regulations, control insurance costs appropriately, and enhance the company's asset risk protection framework.
  6. Oversee day-to-day treasury operations, provide guidance and coordinate with the team in carrying out treasury management activities, optimize work allocation and business processes, and enhance the team's professional capabilities and operational efficiency in treasury management.
  7. Perform other important duties and assignments authorized or delegated by the relevant management.

Qualifications

  1. Bachelor's degree or above, preferably in Accounting, Finance, Financial Management, International Economics and Trade, or other related disciplines.
  2. At least 7 years of hands-on, end-to-end experience in professional treasury management, including practical experience in overseas treasury operations; at least 5 years of experience in finance or treasury management within the telecommunications industry, with a solid understanding of treasury operations related to telecommunications assets, projects, and supply chains. Experience in team management or professional team coordination is preferred, with strong capabilities in overall planning, collaboration, and professional coordination.
  3. Strong knowledge of overseas treasury management, investment and financing, cross-border foreign exchange, credit facilities, supply chain settlement, and insurance asset management. Familiarity with domestic and international financial regulatory requirements and laws and regulations relating to foreign exchange, credit, and insurance, as well as internationally recognized financial standards.
  4. Hands-on experience in cross-border treasury operations, financing negotiations with multiple financial institutions, and management of international credit facilities.
  5. Strong treasury risk assessment and professional judgment capabilities, with the ability to take into account macroeconomic conditions, geopolitical developments, and other relevant factors when participating in the development of financing and cash flow risk management strategies.
  6. High standards of professional ethics; familiar with policies and regulations relating to financial management, as well as corporate accounting, auditing, and taxation processes. Strong professional judgment and project analysis and problem-solving capabilities.
  7. Strong bilingual proficiency in Chinese and English, with the ability to independently prepare documents in both Chinese and English, conduct cross-border business negotiations, and communicate with external parties in English. Fluent and professional written and spoken English.
