Job Summary

The WASH Specialist for Healthcare facilities will provide technical leadership and oversight for the planning, implementation, and monitoring of WASH systems and infrastructure improvements in church-run healthcare facilities. The role ensures WASH and infection prevention and control (IPC) interventions meet quality standards, project objectives, and national regulations while strengthening the capacity of project staff and partners to deliver sustainable WASH services. The WASH specialist will also advance Catholic Relief Services (CRS) work serving the poor and vulnerable and ensure that coordination and partner relationship applies best practices and constantly works towards improving the impact and benefits to the communities CRS serves.

Responsibilities

Roles and Key Responsibilities

  • Organize and lead the implementation of project activities as outlined in the project documents in line with CRS program quality principles and standards, donor requirements, and good practices .
  • Ensure that water, sanitation, hygiene, healthcare waste management, and infection prevention and control (IPC) interventions meet quality standards, project objectives, and national regulations while strengthening the capacity of project staff and partners to deliver sustainable WASH services
  • Coordinate, accompany and oversee working relationships with all local project stakeholders such as the CBCP Health Commission, the Healthcare Centers or health stations, and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
  • Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
  • Oversee and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.
  • Coordinate provision of any logistical and administrative support to staff and partners.
  • Ensure proper reporting and project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.

Qualifications

Basic Qualifications

  • Bachelor's Degree required in the areas of Public Health, Environmental Sciences, Sanitary or Civil engineering. Post Graduate degree is a plus.
  • Minimum of 3-5 years of work experience in the field of WASH Programming for an I/NGO. Work in improving WASH/IPC systems in healthcare facilities is a plus.

Preferred Qualifications

  • Further education in International Relations , Public Health Management, Sanitary engineering would be a plus.
  • Experience working with healthcare facilities, public or private hospitals, participatory assessment and action planning.
  • Experience monitoring projects and collecting relevant data.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Knowledge, Skills And Abilities

  • WASH programming experience required
  • Analysis and problem-solving skills with ability to make sound judgment.
  • Good relationship management skills and the ability to work closely with local partners
  • Proactive, results-oriented and service-oriented
  • Attention to details, accuracy and timeliness in executing assigned responsibilities

Required Languages: Proficient in written English and conversational Filipino required

Travel: Must be willing and able to travel up to 50%.

General Requirements

CRS offers are contingent on the selected candidate's ability to legally work where the position is to be performed. Every government has a unique set of work permit eligibility requirements. All positions requiring residence or frequent travel outside a home country must undergo and clear a pre-employment medical clearance; some work permit processes require clearing a separate government administered medical examination.
