Job Description

Position Summary

  • This senior leadership role is responsible for overseeing site operations governance, regulatory compliance, government affairs, and strategic stakeholder engagement in the Philippines. The role requires a seasoned operations leader with proven experience managing large-scale sites of at least 500+ employees (preferably 1,000+), driving operational excellence, resolving complex business challenges, and leading cross-functional initiatives.
  • The successful candidate must demonstrate strong project management and delivery capabilities, utilizing structured methodologies to execute projects from initiation through closure while ensuring compliance, operational stability, and stakeholder alignment. Experience in site management, business continuity planning (BCP), government relations, and regulatory compliance is highly preferred.

Key Leadership Priorities

1. Strong Delivery & Project Management Capability

  • Demonstrated expertise in managing end-to-end project lifecycles using structured project management methodologies.
  • Proven ability to lead multiple concurrent initiatives, ensuring timely delivery, risk mitigation, stakeholder alignment, and measurable business outcomes.
  • Experience managing cross-functional teams and driving operational improvement programs in complex environments.

2. Hands-On Troubleshooting & Operational Problem Solving

  • Extensive experience resolving complex operational, compliance, regulatory, and site management challenges.
  • Strong track record of identifying root causes, implementing corrective actions, and driving sustainable process improvements.
  • Ability to operate effectively in ambiguous situations and lead teams through critical operational issues.

3. Large-Scale Site Leadership Experience

  • Minimum 8 years of relevant experience, including 3–5 years in a senior leadership capacity.
  • Proven experience managing operations within a large-scale BPO, shared services, technology, or multinational environment supporting 500+ employees, with preference for candidates who have led sites with 1,000+ headcount.
  • Demonstrated accountability for site performance, operational governance, compliance, and business continuity.

4. Site Management & Cross-Functional Governance

  • Experience overseeing site-wide operations, including coordination with Facilities, IT, Security, HR, Finance, Procurement, and external stakeholders.
  • Familiarity with Business Continuity Planning (BCP), crisis management, workplace compliance, and operational risk management.
  • Strong working knowledge of PEZA regulations, Bureau of Customs (BOC) requirements, government permits, compliance audits, and regulatory reporting.
  • Proven ability to build effective relationships with government agencies, industry partners, and internal leadership teams.

Requirements

1. Qualifications & Experience

  • Bachelor's degree in Business Administration, Public Administration, Legal Management, Engineering, or a related field.
  • At least 8 years of relevant professional experience, including 3–5 years in a senior leadership or management role overseeing site operations, government affairs, regulatory compliance, corporate governance, or stakeholder management.
  • Experience working with Philippine government agencies, regulatory bodies, economic zones, or large-scale corporate operations is highly preferred.
  • Proven track record in leading compliance initiatives, regulatory projects, operational improvement programs, and cross-functional business operations.

2. Professional Capabilities

  • Strong understanding of Philippine regulatory requirements, government processes, corporate compliance frameworks, and operational governance practices.
  • Familiarity with government permits, regulatory reporting, inspections, audits, and stakeholder engagement activities.
  • Experience managing compliance reviews, risk assessments, audit responses, corrective action plans, and continuous improvement initiatives.
  • Solid project management skills with the ability to lead complex, cross-functional projects from planning through execution and completion.
  • Ability to analyze operational and regulatory challenges and implement practical, business-oriented solutions.

3. Leadership & Management Competencies

  • Demonstrated experience in team leadership, organizational development, performance management, and talent development.
  • Strong stakeholder management, government relations, and cross-functional collaboration skills, with the ability to build and maintain productive relationships with government agencies, industry partners, and internal business leaders.
  • Excellent problem-solving, decision-making, and risk management capabilities, with the ability to operate effectively in a fast-paced and dynamic environment.
  • Strong communication, negotiation, and presentation skills.
  • Fluent in spoken and written English and proficient in Microsoft Office and project management tools.

4. Work Location / Site Assignment

  • Must be willing to work onsite in Cavite.
