Job Description

The Asia Foundation's Philippines officeisseekinga highly motivated and experienced Senior People & Culture (P&C) Officer People Partner to join itsP&CUnit. This role supports the implementation of theP&Cstrategy by coordinating initiatives in organizational development, talent acquisition, performance management, and leadership development. The Senior P&C Officer serves as People partner to assigned portfolios, providing responsive and strategic People and Culture guidance that strengthens team effectiveness and helps build a high-performing, inclusive, and resilient workforce.

Key Responsibilities
  • Lead organizational and functional reviews to ensure alignment with strategic priorities
  • Maintain and update organizational charts in coordination with relevant teams
  • Support workforce planning by analyzing staffing needs and future talent requirements
  • Manage the end-to-end recruitment process (staff to senior officer levels), including sourcing, screening, selection, and job offer coordination
  • Expand and strengthen talent sourcing channels to enhance candidate pipelines
  • Design and implement onboarding programs to ensure smooth integration of new hires
  • Prepare employment contracts andmonitorregularization processes
  • Develop and implement Leadership and People Development curricula tailored to organizational needs
  • Conduct training needs assessments, design andfacilitateprograms, andevaluateeffectiveness
  • Track and report training metrics through dashboards and performance indicators
  • Support goal-setting processes, including development ofcost per acquisitionsand performance metrics.
  • Facilitate quarterly check-ins and performance reviews
  • Guide staff and managers in creating and implementing development plans
  • Manage the exit process, including conducting exit interviews and ensuring compliance with offboarding protocols
QualificationsRequired:
  • Bachelor'sdegree inhumanresources,psychology,organizationaldevelopment, or related fields
  • Minimum ofeightyears of progressive P&C experience, with a focus on organizational development and talent management
  • Strong facilitation, coaching, and interpersonal skills
  • Proven ability to manage multiple portfolios and build strategic partnerships
  • Excellent communication, analytical, and project management capabilities
Preferred:
  • Experience withHR information systemsand data-driven P&C practices
  • Certification in organizational development, talent management, or leadership development
  • Familiarity with performance management systems and workforce analytics
