Menard is a design and construct specialist geotechnical contractor offering internationally proven expertise in ground improvement for sites with poor soils characteristics (Soft ground). Menard has been operating worldwide (Europe, US, Australia, Asia (Bangladesh, Taiwan, HK, etc.) for more than 50 years and in Southeast Asia since 1977, designing and executing various ground improvement methods, more than once inventor and patent holder of methods such as Vacuum Consolidation, Dynamic Consolidation, Controlled Modulus columns, etc. Menard provides efficient and innovative solutions for a wide range of projects, including highways, airports, ports, commercial buildings, industrial and energy infrastructure.
Menard is currently operating in the Philippines through its sister company Freyssinet International Manila Inc.
(FIMI). FIMI already has an Accounting and Finance team, in addition to other supporting functions (HR, tax, administration, etc.).
We are currently opening a new company fully dedicated to Menard's activity (Menard Philippines) and plan to sign all up-coming projects under this new structure.
JOB DESCRIPTION
The primary objective of this role is to bring strong expertise in expatriate management, visa processes, and immigration compliance, working closely with our relocation agency to ensure that all procedures are handled efficiently and in full conformity with local regulations. As our expatriate population grows, this position will be essential in accelerating processes, avoiding delays, and ensuring that all incoming staff are fully compliant upon arrival.
Beyond this core responsibility, the Senior HR & Administration Officer will also support a wide range of HR and administrative functions to facilitate smooth operations across our projects in the Philippines.
- Expatriate, Visa & Immigration Management
- Lead and manage all visa, work permit, and immigration processes for expatriates.
- Coordinate closely with our relocation agency, challenge delays, and ensure all required documents are submitted promptly.
- Ensure full compliance with local immigration regulations for all expatriates.
- Act as the primary point of contact with immigration-related stakeholders and support expatriates throughout the process.
- Maintain a clear overview of upcoming arrivals and proactively prepare all necessary documentation.
- Recruitment & Workforce Planning
- Support recruitment activities for ongoing and future projects.
- Assist with job postings, candidate screening, interview coordination, and onboarding preparation.
- Contribute to forecasting and planning manpower needs for Menard's future development in the Philippines.
- Workforce & Site Personnel Monitoring
- Maintain an updated global overview of all personnel deployed on each project site.
- Coordinate with HSE teams to ensure accurate records and visibility of staffing levels.
- Regulatory Compliance Tracking
- Monitor regulatory requirements such as medical check-ups and mandatory employment documents.
- Ensure timely renewals and maintain proper documentation for audits or inspections.
- Travel & Accommodation Arrangements
- Manage flight and hotel bookings for staff as needed.
- Ensure timely, efficient, and cost-effective travel arrangements.
- Onboarding Coordination
- Oversee the onboarding process for all newcomers.
- Ensure that new employees receive the required equipment, briefings, and documentation.
- General HR & Administrative Support
- Provide administrative assistance on various tasks.
- Support day-to-day HR operations to facilitate smooth internal processes.
Bachelor's degree in Human Resources, Business Administration, or related field.
- 46 years of experience in HR and/or administration, preferably in an international or project-based environment.
- Strong expertise in expatriate management, visa processes, and immigration compliance in the Philippines.
- Excellent coordination, communication, and follow-up skills.
- Ability to work independently, manage priorities, and challenge external partners when necessary.
- Strong attention to detail, confidentiality, and professionalism.
- Proficiency in MS Office and HR administrative tools.
