SENIOR GAD SPECIALIST
- To be assigned in BCDA, under Contract of Service through Manpower Services (DPBSC)
- Job Level 9 - P67,641.80/mo (FIXED RATE)
- Place of Assignment: BCDA Corporate Center, BGC, Taguig City
The GAD Specialist will be tasked with the following high-level functions:
- Lead the strategic review, formulation and institutionalization of BCDA's GAD policies, programs and manual to ensure alignment with national GAD planning, budgeting, and reporting standards;
- Coordinate with various departments/units to gether data and develop GAD database involving organizational and project gender statistics;
- Facilitate discussions and technical consultations with key personnel and concerned units on the necessary organizational and project-related information and gender statistics for the development of GAD-related activity, plans and programs of BCDA;
- Develop a system to monitor, evaluate and ensure the BCDA's compliance with GAD-related laws and policies;
- Recommend to Management appropriate measures to comply with PCW and COA's requirements in relation to the utilization of at least 5% of total budget appropriations;
- Lead the preparation, validation, and submission of the annual GAD Plan and Budget and GAD Accomplishment Report (AR), annual report of activities and accomplishments to regulatory agencies such as the PCW, COA, CSC and GCG as required;
- Assist the BCDA GFPS in the design and implementation of GAD activities, projects and programs;
- Review technical outputs of the GFPS Technical Assistant in relation to the accomplishment of GAD deliverables under the annual GPB; and
- Serve as the primary technical liaison with other government agencies on GAD concerns.
Qualifications:
- Education: Bachelor's degree relevant to the job (preferably Sociology, Psychology, Anthropology, Economics, Public Administration, Development Studies, Social Sciences and other allied courses)
- Experience: Four (4) years of relevant experience; knowledgeable in Gender Analysis and Tools Development, GAD planning and budgeting, and gender and development issues
- Training: Twenty-four (24) hours of relevant training preferable in any of the ff: Gender Sensitivity, Gender Analysis and Tools Dev't, GAD Planning and Budgeting, Facilitation and Presentation Skills, Technical Writing, Strategic Planning, Monitoring and Evaluation/Results-based Monitoring, Policy Development and Advocacy, and Project Development and Management
- Skills required: Computer literate; Good in oral and written communication (technical writing); self-organized, motivated, with strong monitoring and evaluation skills
