Role Overview
The Senior Compliance Manager leads the organization's compliance program covering labor law compliance, regulatory requirements, internal governance, contracts monitoring, and health & safety.
The role ensures compliance with Philippine labor laws, DOLE regulations, statutory requirements, and internal policies while building a strong culture of compliance across the organization. This position also plays a key role in training and educating teams on compliance standards and ensuring proper implementation across all business units.
Key Responsibilities:
Compliance Leadership and Governance
- Lead the overall compliance strategy and implementation across the organization
- Develop and strengthen compliance frameworks, governance systems, and internal controls
- Design and implement compliance policies, procedures, and standards
- Act as a key advisor to leadership on compliance risks and regulatory matters
External Regulatory and Labor Compliance
- Ensure compliance with Philippine labor laws, DOLE regulations, wage orders, and statutory requirements, and other government agencies
- Ensure readiness for regulatory inspections and audits
- Monitor changes in labor laws and ensure timely implementation across operations
- Ensure compliance alignment within cooperative-based operations and workforce structures
Internal Compliance and Governance
- Oversee compliance monitoring, and process reviews
- Ensure consistent implementation of internal policies and procedures
- Develop preventive compliance controls and governance mechanisms
- Lead investigations on compliance violations and ensure proper resolution
Training, Education, and Capability Building
- Design and conduct compliance training programs for employees, supervisors, and managers
- Educate teams on labor laws, company policies, and regulatory requirements
- Promote compliance awareness and culture across the organization
- Develop training materials, guides, and compliance toolkits
Risk Management and Monitoring
- Identify compliance risks and implement mitigation strategies
- Monitor operational compliance across different business units and sites
- Conduct audits and assessments to detect compliance gaps
- Implement corrective and preventive action plans
Health and Safety Compliance
- Ensure compliance with Occupational Safety and Health (OSH) standards
- Monitor workplace safety implementation and incident reporting
- Coordinate with safety officers and operations teams on safety compliance
Qualifications
- Must be a licensed lawyer (Member of the Philippine Bar)
- Bachelor's degree in Legal Management, Law, HR, Business, Psychology, or related field
- 7–10 years of experience in compliance, labor relations, audit, or risk management
- At least 3–5 years in a managerial or leadership role
- Strong expertise in Philippine labor laws and DOLE compliance requirements
- Experience in cooperative, manpower, HR services, or multi-site operations (preferred)
- Working knowledge on training, policy development, and compliance education
- Strong communication, leadership, and stakeholder management skills
