About the Role:
The Senior Commercial Consultant is an experienced professional responsible for independently managing the full commercial lifecycle of assigned construction projects, from cost planning and procurement through contract administration, cost control, and final account settlement. This role operates with substantial autonomy, providing specialist commercial advice to clients, leading procurement processes, managing contractor and consultant relationships, and delivering high-quality commercial outputs with minimal supervision. This role bridges technical execution and strategic advisory, supporting junior team members through mentorship while contributing to business development and service line growth.
Primary Duties and Responsibilities:
Cost Planning and Estimating
- Prepare and manage detailed cost plans across all RIBA/project stages, providing reliable cost advice that supports informed client decision-making
- Produce elemental cost estimates, order of cost estimates, and cost-in-use studies for a range of project types (commercial, hospitality, industrial, data centers)
- Benchmark costs against internal database and industry data, identifying variances and providing reasoned explanations to clients
- Advise clients on value engineering opportunities without compromising design intent or quality standards
Procurement and Tendering
- Advise clients on appropriate procurement strategies and contract forms, evaluating options based on project risk, programme, and commercial objectives
- Lead the preparation of tender documentation including bills of quantities, specifications, pricing schedules, and contract particulars
- Manage the tender process from invitation through evaluation, preparing detailed tender reports and recommendations for client approval
- Negotiate with tenderers and contractors to achieve best value outcomes on behalf of clients
Contract Administration
- Administer construction contracts independently, issuing instructions, certificates, and notices in accordance with contract terms
- Manage the valuation of variations, extensions of time, and loss and expense claims, providing well-reasoned assessments and recommendations to approving bodies
- Review and validate contractor payment applications, preparing interim payment certificates with supporting analysis
- Maintain accurate contract records and correspondence files in compliance with HH's document control procedures and ISO 9001:2015 QMS requirements
Cost Control and Reporting
- Maintain robust cost control systems throughout the construction phase, tracking committed costs, anticipated final costs, and cash flow forecasts
- Prepare regular cost reports for clients and senior leadership, providing clear narrative on cost movements, risk exposure, and anticipated outcomes
- Monitor project budgets proactively, identifying cost overrun risks early and recommending corrective action
- Contribute to the preparation of final accounts, negotiating and agreeing final contract sums with contractors
Risk Management
- Identify, assess, and manage commercial risks throughout the project lifecycle, maintaining risk registers and advising clients on mitigation strategies
- Evaluate contractor-submitted risk events and claims, providing objective assessments grounded in contractual entitlement and commercial evidence
- Support dispute avoidance through proactive contract administration, clear documentation, and timely issue resolution
Client and Stakeholder Management
- Manage day-to-day client relationships independently, maintaining trust through responsive, technically sound, and commercially astute advice
- Lead client meetings, present cost reports and commercial recommendations with confidence, and manage expectations on scope, cost, and programme
- Liaise with project teams, design consultants, contractors, and statutory authorities to ensure commercial alignment throughout project delivery
Team Leadership and Mentorship
- Supervise and mentor junior commercial staff on assigned projects, reviewing their work, providing structured feedback, and supporting their competency development
- Contribute to internal knowledge sharing, training delivery, and continuous improvement of commercial processes and templates
- Participate in proposal preparation and business development activities as directed by senior leadership

- Full ONSITE.
- Business Hours: 08:00 AM to 05:00 PM Mondays to Fridays
About our Future Team Member:
- Must have an educational background in Civil Engineering, Mechanical Engineering, or Electrical Engineering
- Preferably with professional license but not required.
- Willing to learn the estimation and valuation of other engineering trades beyond their current expertise
- Preferably with at least 7 years of experience in construction, particularly in roles aligned with quantity surveying competencies. Fresh graduates with strong potential may also be considered.
- Strong analytical skills and the ability to maintain focus
- Detail-oriented, organized, and diligent in work execution
- Excellent comprehension and communication skills in English (both verbal and written)
- Strong interpersonal skills and ability to work collaboratively
- Proficient in Microsoft Office Suite, especially MS Excel
- Proficiency in CAD is an advantage but not required
- Willing to report to the office daily (Monday – Friday); hybrid or remote work setup not available
- Displays a strong eagerness to build a career in construction cost management and contracts administration
