Supervises the team of audit examiners in ensuring that the Bank's resources including its investment in operational units and branches are adequately protected and accounted for, through analysis and review of financial transactions and records, test reliability of the accounting data and effectiveness of internal control, and attainment of maximum operational efficiency through timely submission of informative, reliable and accurate reports.
Assist in the preparation of Branch annual audit plan using the input from the team and the risk assessment from the process owners to identify priorities and resource requirements for the year.
Assist in the planning, organizing, directing, coordinating, and controlling activities of the Branch Audit.
JOB DESCRIPTION
Assists the Department Head to achieve the set objectives, targets, and strategies of the Department in support of the goals and objectives of the Division.
Assists the Department Head in the update of Branch Audit Manual, Audit Programs and Procedures.
Assists the Department in the update of Branch Risk Assessment for presentation and approval of Audit Committee. ]
Performs and/or assists in the financial and operational audit of Branches.
Reviews / validates/ ensures / checks the timely submission of audit reports
Reviews the audit procedures and programs executed by the junior auditors
Checks and reviews memos, organize working papers and referral sheets prepared by team members/ junior auditors.
Recommends to management aspects that are not in compliance or needsimprovement.
Reports the progress and development of ongoing audit examinations in the Branch being audited.
Reports to Chief Audit Executive, Branch Department Head and Branch and Limited Scope and Special Audit (BLSSA) Head any indications of red flags noted from the ongoing audit examination of branch/es and coordinates/works with Branch Limited Scope and Special Audit Department for further review/investigation of the transaction.
Reviews and evaluates exceptions/findings of the junior auditors to determine whether the audit exceptions are properly presented to give a fair and true view of the existing conditions of the branch/es under audit and that recommendations to improve controls are adequate and effective
Evaluates existing internal control system, summarizes audit findings and recommendations.
Conducts/attends final discussion with the Auditees regarding audit exceptions as well as the auditee's responses and applicable recommendations; follows up audit reports to conclusion.
Participates in the sessions and deliberations of audit findings and internal control procedures.
Disseminates Bank policies and BSP circulars and memoranda to subordinates during staff meeting to ensure that these are properly understood.
Directs, guides, trains, motivates and evaluates performance of junior auditors.
Formulates monitoring systems and control measures to improve efficiency of the Department.
Ensures coordination and harmonious working relations between Departments of Internal Audit Division and with other work units of the Bank.
Ensures adherence of internal audit staff to company policies, procedures and control.
Assists the Chief Audit Executive (CAE) and Department Heads with budgeting and financial administration for the department.
Maintains and updates the comprehensive audit risk universe, including gathering and incorporating new information impacting the universe; oversee the division of labor among internal audit, external audit, evaluation and investigation functions, etc.
Assists in the general operation of the system for evaluation of audit risk and long-range planning – assisting the CAE and the Department Heads in this area.
Assists in the training/development of junior auditors, including selection and administration of training courses; administration of the career planning and performance evaluation processes in internal audit.
Assists in administering/monitoring process improvement activities.
Attends to various trainings, seminars and career development of the unit/department in keeping abreast with current changes and emerging best practices of the internal auditing profession.
Handles verification and management of float items and contingent accounts.
Provides assistance to BSP and external auditors as the need arises.
Conforms to Bank policies, rules and regulations.
Ensures proper upkeep of work area and equipment assigned to him/her.
Performs other duties as may be assigned by the Department Head / CAE.
JOB QUALIFICATION
Proven experience in conducting special audits and fraud investigations within the banking sector.
Preferably holds professional certifications such as CPA (Certified Public Accountant), CIA (Certified Internal Auditor), or CFE (Certified Fraud Examiner).
Willing to perform fieldwork, including weekend travel and onsite audit engagements.
