Position Summary
UDF is seeking a Senior Associate - Impact to serve as its on-ground impact measurement and performance capability. The role will help ensure that outcomes generated through programs implemented in the Philippines are measured consistently, independently validated, understood through beneficiary evidence, and translated into actionable insights for management.
The Senior Associate will work closely with UDF Program teams while maintaining independence in the validation and reporting of outcomes. The role will also coordinate with WOF's MEL Products & Platforms team on common measurement frameworks, methodologies, quality standards, tools and reporting requirements.

About UDFI, Philippines
Upskill Development Foundation (UDF) Philippines is the regional entity responsible for implementing relevant Wadhwani initiatives in the Philippines. As the regional Impact representative, the Senior Associate will help UDF understand whether programs are delivering their intended outcomes, where performance is changing, and what evidence should inform management action.
About the Role
This is an execution-intensive role combining outcome measurement, quality assurance, beneficiary feedback, data analysis and field engagement. The Senior Associate will be expected to move comfortably between data and the field: identifying an issue in performance data, working with program teams to understand it, and triangulating the evidence through partner or beneficiary interactions where needed.
Key Responsibilities
1. Outcome Measurement & Performance Reporting
- Own the operational execution of impact measurement and reporting for UDF programs, in line with agreed measurement frameworks and KPI definitions.
- Track program outcomes and key process indicators, ensuring timely and accurate regional performance reporting.
- Maintain clear views of actuals versus plans, funnel and conversion performance, cohort progression and relevant in-year or spillover outcomes.
- Support regional forecasting by applying agreed methodologies and clearly documenting underlying assumptions.
- Prepare concise performance narratives that explain what happened, why it happened, emerging risks or opportunities, and areas requiring management attention.
2. Quality Assurance & Data Integrity
- Independently validate reported outcomes against agreed definitions, methodologies and required evidence.
- Conduct data quality checks and reconciliations, identify inconsistencies or gaps, and work with relevant teams to resolve them.
- Ensure measurement and reporting processes are well documented and consistently applied.
- Partner with data and analytics teams to ensure regional data is accurate, accessible and fit for management decision-making.
3. Voice of Beneficiary & Field Validation
- Execute beneficiary and stakeholder feedback mechanisms, including surveys, calls, interviews, partner visits and field observations.
- Engage learners, entrepreneurs, businesses, faculty/facilitators and partner institutions, as relevant to the program, to understand their experience and outcomes.
- Triangulate quantitative performance data with qualitative and field evidence to develop a fuller view of program effectiveness.
- Surface beneficiary insights and recurring themes that can strengthen program design, delivery and experience.
4. Performance Insights & Learning
- Analyze performance trends and identify drivers behind changes in outcomes across cohorts, partners, channels or time periods.
- Work with Program teams to diagnose bottlenecks and translate evidence into practical improvement opportunities.
- Support structured reflection and performance reviews with clear data, hypotheses and evidence.
- Contribute regional insights to cross-geography learning and synthesis coordinated through MEL Products & Platforms.
5. Cross-functional Coordination
- Partner closely with UDF Philippines leadership, Program teams while preserving the independence of Impact measurement and validation.
- Coordinate with WOF's MEL Products & Platforms team to operationalize common methodologies, tools, quality standards and reporting requirements in Philippines.
- Support adoption of common MEL products and platforms and provide feedback on regional requirements and usability.
- Manage multiple concurrent measurement and reporting priorities with strong follow-through and operational discipline.
Operating Model
The role sits within UDF Philippines and is accountable for the effective execution of Impact activities in the region. WOF's MEL Products & Platforms team will provide functional coordination on common definitions, measurement methodologies, frameworks, tools/platforms, quality standards and cross-entity synthesis. UDF Philippines Program teams remain responsible for program execution and resulting corrective actions.
About You
- 3-5 years of relevant experience, preferably in impact measurement, analytics, consulting, research, program operations, social enterprise, startup or a comparable environment.
- Strong analytical capability, including experience working with datasets, identifying trends and translating analysis into actionable insights.
- Demonstrated operational discipline and ability to manage recurring processes accurately and on time.
- Strong structured problem-solving skills and curiosity to investigate why performance is changing, not only report the numbers.
- Comfort with data and reporting tools; experience with dashboards or business intelligence tools is desirable.
- Strong stakeholder-management skills and ability to work effectively with program teams, leadership, partners and beneficiaries.
- Willingness and ability to undertake field visits and engage directly with beneficiaries and partner institutions.
- Effective written and verbal communication skills, with professional proficiency in Tagalog and English.
- Ability to operate in a cross-cultural, distributed environment and manage changing priorities.
Additional Desirable Experience
- Experience in skilling, education, entrepreneurship, livelihoods, SME development or workforce development.
- Exposure to monitoring, evaluation and learning (MEL), quality assurance, surveys or beneficiary research.
- Experience conducting field research, partner assessments, interviews or qualitative analysis.
- Experience working across program, data/analytics and management teams.
