Context of Job
WWF-Malaysia's Sustainable Finance Programme works to align financial systems with climate, nature, and social sustainability outcomes by engaging financial institutions, regulators, corporates, and conservation programmes to improve sustainable finance policies, practices, and investment flows. The programme supports WWF-Malaysia's broader conservation portfolio by developing innovative financing solutions, strengthening project investment readiness, and mobilising public and private capital towards nature-positive outcomes. The Marine Programme serves as one of the implementation channels for designing, validating and implementing sustainable finance
solutions within Malaysia's blue economy.
Marine Programme Phase 4 (MP 4.0, FY2027–FY2031) positions the sustainable blue economy as a core enabling condition for marine conservation at scale. Across the programme's three seascapes — East Coast Sabah (ECS), East Coast Peninsular Malaysia (ECPM), and Southwest Sarawak (SWS) — ocean-based industries including fisheries, aquaculture, and coastal tourism generate livelihoods for hundreds of thousands of Malaysians while simultaneously exerting the most significant pressures on marine biodiversity. The programme's theory of change is that lasting conservation outcomes require shifting the economic incentives that currently reward resource depletion, replacing them with financing models that make conservation commercially rational and community enterprises financially sustainable without dependence on perpetual donor support.
Purpose of Job
The Senior Sustainable Finance Analyst (Blue Economy) leads the design, development, and implementation of sustainable financing solutions under Sustainable Finance Programme and Marine Programme Phase 4, Strategy 5.2: Accelerating Sustainable Finance Investments for Nature, Climate, and People. The role will be expected to lead projects on designing and developing bankable blue economy projects, builds the financial capacity of community-led enterprises and responsible aquaculture operators to access sustainable financing, and explore a mangrove blue carbon initiative — this will reduce dependence on grant funding and creating durable, self-sustaining conservation finance models. The role also serves as the focal point linking WWF-Malaysia's Sustainable Finance Programme with other blue economy activities under WWF-Malaysia Marine Programme, such as blue bond exploration.

Major Activities
1. Financial Sector Advocacy and Engagement
- Support the implementation of WWF-Malaysia's Sustainable Finance Strategy by engaging financial institutions, regulators, and relevant platforms to advance nature- and climate-positive finance, with a specific focus on enabling sustainable blue economy outcomes.
- Contribute to strengthening sustainable finance policies, frameworks, and market practices that enable investment flows into blue economy sectors, including sustainable fisheries, nature-positive aquaculture, coastal resilience, and marine ecosystem conservation.
- Support WWF-Malaysia's participation in national sustainable finance initiatives and technical working groups, contributing analysis, briefs, and consultation inputs relevant to blue economy finance priorities.
2. Development of Sustainable Financing Solutions
- Design and support the development of innovative financing mechanisms for conservation and sustainable livelihoods, including blended finance, impact-linked financing, and community-based models.
- Strengthen investment readiness of conservation-linked enterprises and initiatives by supporting business planning, financial structuring, and access to capital.
- Support the design and structure of nature-based carbon finance initiatives (including one mangrove blue carbon initiative and other ecosystem-based carbon solutions) to enable credible, investment-ready climate and biodiversity outcomes.
- Secure, facilitate and manage partnerships between conservation stakeholders, financial entities, government bodies, private companies, coastal communities and other relevant stakeholders to enable scalable financing solutions.
- Document and distil financing approaches into replicable models and learning products for wider application.
3. Resource Mobilisation and Fundraising
- Work collaboratively with WWF-Malaysia's incubation programmes, public sector partners, and corporate partnership to develop and submit high-quality funding proposals that support the continuity and long-term sustainability of blue economy and conservation initiatives.
- Identify and cultivate strategic funding opportunities across philanthropic, public sector, and private finance channels, ensuring alignment with WWF-Malaysia's conservation and sustainable finance priorities.
- Contribute to strengthening partnerships that enable blended and diversified funding streams for programme delivery and scaling.
4. Research, Knowledge, and Stakeholder Engagement
- Conduct research and analysis on sustainable finance trends, nature-related financial risks, and emerging financing instruments relevant to WWF-Malaysia's programmes.
- Produce briefs, concept notes, and knowledge products to support internal decision-making and external engagement.
- Support stakeholder engagement with financial institutions, development partners, and conservation actors through workshops, dialogues, and strategic convenings.
- Contribute to programme monitoring, reporting, and knowledge management processes.
Specifications
- Relevant educational qualification — Degree in finance, economics, environmental management, business administration, natural resource economics, or related disciplines. A postgraduate qualification in sustainable finance, environmental economics, or conservation finance is an advantage.
- Minimum five (5) years of working experience in sustainable finance, conservation finance, green or blue economy, ESG advisory, corporate sustainability, or natural capital valuation. Experience with carbon markets, blue carbon project development, or community enterprise financing is strongly preferred.
- Relevant experience in sustainable finance, ESG research, conservation finance, policy research, or related work, with high familiarity of Malaysia's financial regulatory landscape.
- Strong research and analytical skills, with the ability to synthesise complex information clearly and accurately. Good technical writing skills and experience contributing to reports, guidance documents, or analytical outputs.
- Experience supporting workshops, presentations, or capacity-building activities.
- Good organisational and coordination skills, with the ability to manage multiple tasks and deadlines.
- Able to work independently with minimal supervision and collaborate effectively within a team.
- Good written and spoken English and Bahasa Malaysia; Mandarin is an advantage.
- Proficient in standard office software and tools for research, documentation, and presentations.

Salary Range
RM5,500 - RM7,000
