Your Role, Your Impact
The Safety Officer is responsible for the implementation, monitoring, and enforcement of Occupational Safety and Health (OSH) policies, systems, and procedures at the project site. The role ensures compliance with regulatory requirements and company standards, supports hazard identification and risk mitigation, and promotes a proactive safety culture among workers and contractors. The Safety Officer works closely with QESH (for governance and compliance) and Construction Management (for execution and enforcement) to ensure safe and efficient project delivery.
Safety Program Implementation
- Implements approved HSE policies, systems, and procedures on site
- Ensures safety requirements are integrated into daily construction activities
- Supports rollout of company-wide safety initiatives
- Conducts routine site inspections and monitoring
Risk Assessment and Hazard Control
- Conducts or assists in Job Hazard Analysis (JHA) and risk assessments
- Identifies unsafe conditions and recommends corrective actions
- Ensures immediate mitigation of high-risk activities
Incident Reporting and Investigation
- Reports, documents, and assists in investigation of incidents and near misses
- Prepares incident reports and ensures timely submission
- Monitors closure of corrective actions
Training and Safety Awareness
- Conducts toolbox meetings, safety orientations, and daily briefings
- Ensures all workers undergo proper safety induction
- Promotes safety awareness across all site personnel
- Leads rollout of HSE policies, procedures, system, plans and programs to employees and vendors.
- Leads the design and development of competency, awareness and training programs for enhancing safety consciousness of both employees and vendors (contractors and service providers).
- Ensure all staff receive adequate safety training relevant to their roles
Compliance Monitoring
- Monitors contractor compliance with safety policies and procedures
- Enforces proper use of PPE and safe work practices
- Issues safety notices, reminders, and violations
Emergency Preparedness
- Assists in implementation of emergency response plans
- Participates in emergency drills and safety simulations
- Ensures availability of emergency equipment
Safety Reporting and Documentation
- Prepares daily, weekly, and monthly safety reports
- Maintains accurate safety records and documentation
- Coordinates reporting requirements with QESH
Coordination and Stakeholder Support
- Coordinates with Construction Management for enforcement of safety measures
- Liaises with QESH for compliance, audits, and reporting
- Assists in regulatory inspections and compliance requirements
Continuous Improvement
- Identifies opportunities to improve safety practices
- Supports implementation of corrective and preventive actions
- Encourages reporting of unsafe acts and conditions
Who We're Looking For
- Graduate of Engineering or any related course
- Preferably DOLE-accredited Safety Officer (SO2 / SO3)
- 4-7 years experience in construction safety
- Knowledge of OSH standards, DOLE regulations, and HSE practices
- Strong site presence and enforcement capability
- Good communication and coordination skills
- Ability to conduct inspections, audits, and incident investigations
- Proficient in documentation and report preparation
- Can work under pressure and in fast-paced construction environment
