Skills and Competencies Required:
- Minimum 5 years experience in construction safety for:
Medium- to high-rise buildings
Fit out and interior works
Strong knowledge of:
Philippine OSH Law (RA 11058) and DOLE DO 198-18
Construction HSE standards
Japanese construction safety systems (advantage)
- Proven leadership experience managing multiple project sites
- Strong documentation, training, and audit capability
Educational Requirements:
- Bachelor's Degree in Engineering (Civil preferred) or any safety-related course
- Certified Safety Professional (DOLE-accredited SO3/SO4 or equivalent
Duties and Responsibilities
1. HSE Leadership & Governance
- Develop, implement, and enforce the Project HSE Plan across all sites.
- Ensure full compliance with:
Philippine OSH Laws and DOLE regulations
Client safety requirements
Company HSE policies and procedures
- Serve as the highest safety authority at project level.
- Lead and mentor Safety Officers and site safety staff.
2. Implementation of the Japanese Daily Safety Cycle
The Safety Manager shall institutionalize and strictly enforce the Daily Safety Cycle (DSC) as a mandatory daily routine on all sites:
Daily Safety Cycle Components
a. Morning Toolbox / KY (Kiken Yochi Hazard Prediction) Meeting
- Conduct daily pre-work safety briefings
- Identify hazards for the day's activities
- Define control measures and safe work procedures
b. Workplace Safety Patrol (Genba Patrol)
- Conduct daily site walk-throughs
- Observe actual work behavior and conditions
- Identify unsafe acts and unsafe conditions
c. Immediate Correction & On-the-Spot Coaching
- Stop unsafe work immediately
- Provide direct safety instruction and correction
- Reinforce correct behavior
d. Daily Safety Reporting & Documentation
- Record safety observations, near-misses, and corrective actions
- Maintain Daily Safety Logs
e. End-of-Day Safety Review
- Review incidents, near-misses, and safety concerns
- Confirm closure of identified hazards
- Feed lessons learned into the next day's KY meeting
3. Hazard Identification, Risk Assessment & Control
- Lead hazard identification and risk assessments (HIRA / JSA).
- Review and approve Job Safety Analysis (JSA) and Methodology of Works from a safety perspective.
- Ensure high-risk activities have:
Approved permits
Competent personnel
Proper PPE and controls
4. Coordination with Project Execution Team
- Work closely with the Project Manager and PE/PIC to:
Align safety with construction schedules
Ensure safety controls are embedded in execution plans
Weekly coordination meetings
Planning and recovery discussions
- Stop work authority when safety is compromised.
5. Subcontractor & Vendor Safety Management
- Ensure all subcontractors:
Comply with project HSE requirements
Submit safety plans, worker credentials, and training records
- Conduct safety orientation and induction for:
New workers
Subcontractors
Visitors
- Enforce disciplinary actions for repeated safety violations.
6. Incident Management & Investigation
Accidents
Near misses
Unsafe acts and conditions
- Prepare incident reports and root cause analysis.
- Implement corrective and preventive actions.
- Report incidents to management and regulatory bodies as required.
7. Training, Awareness & Safety Culture

8. Safety Documentation, Audits & Reporting
- Maintain safety records including:

- Conduct internal safety audits and inspections.
- Support external audits by clients and regulators.
- Submit daily, weekly, and monthly HSE reports.
9. Emergency Preparedness & Response
- Develop and implement Emergency Response Plans (ERP).
- Conduct emergency drills (fire, earthquake, medical).
- Coordinate with local emergency responders and building administration.
