Job Description

Job Purpose

The Safety Advisor 3 is responsible for leading the company's Health, Safety, and Environment (HSE) programs, ensuring compliance with occupational safety and environmental regulations, and promoting a safe and healthy workplace. The role works closely with management to implement safety strategies, manage risks, conduct audits, drive continuous improvement, and oversee environmental compliance when designated as the Pollution Control Officer (PCO).

Key Duties and Responsibilities

1. Regulatory Compliance

  • Ensure compliance with DOLE, DOH, DENR, and other applicable regulations.
  • Implement and maintain Occupational Safety and Health (OSH) programs.
  • Advise management on safety, health, and environmental compliance requirements.
  • Conduct workplace inspections and address identified hazards.

2. HSE Program Management

  • Develop, implement, and continuously improve HSE policies, procedures, and programs.
  • Conduct risk assessments, job hazard analyses, and safety evaluations.
  • Promote best practices to improve workplace safety and reduce incidents.

3. Training and Awareness

  • Plan and conduct safety, health, and environmental training programs.
  • Provide safety orientation for new employees and ongoing training for all staff.
  • Promote a strong safety culture throughout the organization.

4. Incident Management

  • Investigate workplace accidents, injuries, illnesses, and near-miss incidents.
  • Prepare reports and recommend corrective and preventive actions.
  • Ensure timely submission of required reports to regulatory agencies.

5. Risk Management and Audits

  • Lead risk assessment activities and monitor control measures.
  • Conduct safety and environmental audits and inspections.
  • Track corrective actions and support continuous improvement initiatives.

6. Emergency Preparedness

  • Develop and maintain emergency response plans.
  • Organize emergency drills and training programs.
  • Coordinate with external emergency services and regulatory agencies.

7. Health and Wellness

  • Support employee health and wellness programs.
  • Promote initiatives that improve employee well-being and workplace health.

8. Environmental Compliance (PCO Responsibilities)

  • Ensure compliance with DENR regulations, permits, and environmental requirements.
  • Serve as the company liaison with DENR-EMB and other government agencies.
  • Maintain environmental permits, records, and regulatory reports.
  • Monitor waste management, wastewater discharge, air emissions, and hazardous materials.
  • Conduct environmental inspections and recommend corrective actions.
  • Lead sustainability, pollution prevention, and environmental awareness programs.

9. Reporting and Stakeholder Engagement

  • Maintain HSE records and prepare compliance reports.
  • Present safety and environmental performance updates to management.
  • Coordinate with employees, contractors, clients, and regulatory agencies on HSE matters.

10. Continuous Improvement

  • Identify opportunities to improve safety and environmental performance.
  • Implement best practices and innovative solutions.
  • Support organizational sustainability and compliance objectives.

Professional Qualifications

  • Strong knowledge of Philippine OSH laws, including RA 11058 and DOLE DO 252-25.
  • Knowledge of environmental regulations and sustainability practices.
  • Experience in risk assessment, incident investigation, emergency preparedness, and compliance management.
  • Strong leadership, communication, analytical, and problem-solving skills.
  • Ability to develop and improve HSE systems, policies, and programs.

Minimum Requirements

  • Bachelor's Degree in Engineering, Occupational Safety and Health, Environmental Science, Industrial Hygiene, or related field.
  • At least 5 years of relevant HSE experience in construction, engineering, manufacturing, infrastructure, or other high-risk industries.
  • DOLE-accredited Safety Practitioner.
  • DENR-accredited Pollution Control Officer (PCO), where applicable.
  • Experience in HSE audits, investigations, risk assessments, and regulatory compliance.
  • Proficient in Microsoft Office and HSE reporting systems.

Preferred Certifications

  • NEBOSH International General Certificate (IGC)
  • IOSH Managing Safely
  • ISO 45001 Internal/Lead Auditor
  • ISO 14001 Internal/Lead Auditor
  • First Aid, Basic Life Support (BLS), and Incident Command System (ICS)

  • RA 9275 (Clean Water Act)
