Job Description

Overview:

The Resource Management Technical Analyst is responsible for the strategic acquisition and management of passive infrastructure (towers and fiber) to support rapid network expansion. This is a heavy-hitting leadership role that balances commercial savvy (negotiating leases and core exchanges) with operational rigor (managing budgets and delivery timelines) and innovative localized strategy.

Key Functions and Responsibilities:

1. Strategic Resource Governance

This pillar focuses on the macro-level alignment of infrastructure acquisition with the organization's long-term network evolution.

  • Strategic Formulation: Translating the company's network development goals (e.g., 5G expansion or rural LTE coverage) into actionable resource acquisition strategies.
  • Fiscal Stewardship: Formulating the Annual Operating Plan (AOP) and managing multimillion dollar budgets, ensuring that resource allocation yields the highest Return on Investment (ROI).
  • Execution Oversight: Establishing a centralized governance framework to supervise the end-to-end implementation process, ensuring that the division of labor across departments remains transparent and goal-oriented.

2. Operational Delivery and Financial Optimization

The emphasis here is on the transition from planning to physical delivery while maintaining strict financial discipline.

  • Vendor and Partner Management: Leading high-stakes negotiations with Tower Companies (TowerCos) and fiber providers. The goal is to secure favorable leasing terms that minimize long-term OPEX.
  • Dynamic Project Control: Utilizing data-driven progress reports to identify bottlenecks early. This involves managing the Critical Path of delivery to ensure that site acquisition and fiber backhaul are synchronized with active equipment deployment.
  • Cost Containment: Implementing cost-benefit analyses for Lease vs. Build scenarios and optimizing site-sharing ratios to drive down the Total Cost of Ownership (TCO).

3. Technical Governance and Risk Mitigation

This function serves as the organization's Technical Conscience, ensuring that partnerships are both technically viable and legally sound.

  • Technical Due Diligence: Conducting rigorous reviews of cooperation solutions (e.g., power specifications, structural integrity of towers, and fiber route redundancy) to ensure they meet carrier-grade standards.
  • Contractual Integrity: Scrutinizing Service Level Agreements (SLAs) to include enforceable penalties and robust Force Majeure clauses—particularly critical in the Philippines typhoon-prone climate.
  • Proactive Risk Management: Developing a comprehensive risk matrix that covers regulatory shifts, Right-of-Way (ROW) disputes, and geopolitical factors, with predefined response plans for each.

4. Innovation in Market-Specific Cooperation Models

In a rapidly evolving landscape like the Philippines, standard models are often insufficient. This pillar focuses on market-first innovation.

  • Infrastructure Sharing (Common Tower Policy): Maximizing the DICT's Common Tower guidelines to reduce the environmental and financial footprint of network expansion. • Creative Asset Exchanges: Pioneering models such as Fiber Core Swaps or Joint Pole Agreements with local electric cooperatives (e.g., Meralco or regional ECs) to bypass traditional rollout barriers.
  • Standardization for Scalability: Developing Playbooks for local cooperation that allow the business to replicate successful models across various provinces with minimal friction

5. Organizational Leadership and Stakeholder Synergy

The final pillar addresses the Human Capital and Institutional Influence required to sustain the operation.

  • Localized Talent Development: Building a high-performing local team that understands the nuances of the Philippine business landscape, from LGU (Local Government Unit) permitting to regional cultural sensitivities.
  • Cross-functional Integration: Acting as the primary liaison between the Technical, Legal, and Finance departments to dissolve silos and foster a culture of operational efficiency.
  • Stakeholder Satisfaction: Managing the expectations of both internal board members and external partners, ensuring that resource cooperation is viewed as a value-driver rather than a cost center.

Required Expertise & Qualifications:

  • Bachelor's degree in Engineering, Telecommunications, Business, or a related field.
  • 8+ years of experience in telecom infrastructure, network planning, or resource cooperation.
  • Strong experience in tower and fiber leasing, infrastructure sharing, or network partnerships.
  • Proven background in contract negotiation, cost control, and risk management.
  • Demonstrated leadership and cross-functional coordination skills.
