The Resident Transmission Engineer is responsible for on-site supervision, inspection, and coordination of transmission line and associated substation works for dam and hydropower projects. The role ensures that transmission facilities are constructed safely, in full compliance with approved designs, specifications, contractual requirements, and applicable standards, while supporting effective HSE implementation, quality assurance, and timely project delivery.
Responsibilities
- Implement project-specific HSE plans for transmission line and substation works
- Identify hazards related to working at height, lifting operations, electrical works, and access roads
- Review and ensure implementation of risk assessments and method statements (RAMS)
- Coordinate with HSE officers and contractors on safety controls
- Enforce permit-to-work, isolation, and lockouttagout procedures
- Supervise and inspect transmission tower erection, stringing, and substation interface works
- Verify construction compliance with approved drawings, specifications, and standards
- Monitor contractor workmanship and construction methodologies
- Identify non-conformances and recommend corrective actions
- Witness testing and inspections for shaft-related works
- Participate in site safety orientations and toolbox meetings
- Provide technical safety input specific to transmission and electrical works
- Support contractors in improving safe work practices
- Promote awareness of working-at-height and electrical safety risks
- Reinforce emergency response and rescue procedures
- Coordinate daily with resident engineers, HSE staff, contractors, and client representatives
- Communicate inspection findings, safety concerns, and technical issues clearly
- Support resolution of construction, technical, and safety-related issues
- Participate in coordination, technical, and progress meetings
- Act as the Engineer's on-site representative for transmission works
- Prepare daily, weekly, and monthly site and inspection reports
- Record safety observations, NCRs, and corrective actions
- Maintain inspection checklists, test results, and photographic records
- Support preparation of completion, as-built, and handover documentation
- Ensure proper filing, traceability, and control of records
Qualifications
- Bachelor's Degree in Electrical Engineering
- 1015 years of professional experience in power transmission projects
- At least 57 years of experience as a Resident Engineer, Site Engineer, or Construction Supervisor for High-voltage transmission lines (e.g., 69 kV, 115 kV, 230 kV and above) and substations and grid interconnection works associated with power plants
- Direct experience in the construction phase of hydropower projects or large power generation facilities
- Proven experience supervising transmission line foundations, towers/poles, and stringing works and substation installation and grid connection works
- Experience coordinating with transmission utilities / grid operators and Contractors, suppliers, and design engineers
- Experience under EPC, DesignBuild, or FIDIC-based contracts is an advantage
- Strong capability to supervise and monitor construction of transmission lines and substations in accordance with: Approved drawings and technical specifications
- Construction method statements and schedules
- Skilled in reviewing and approving shop drawings and technical submittals, method statements and work plans, and test reports and as-built documentation
- Ability to identify and resolve construction quality issues and interface problems between hydropower plant and transmission systems
- Competent in conducting site inspections, quality checks, and progress monitoring and pre-commissioning and commissioning support activities
- Strong coordination, leadership, and communication skills
- Proficient in preparing daily, weekly, and monthly progress reports and non-Conformance Reports (NCRs) and corrective action follow-up
