OVERVIEW

We are seeking an experienced Resident Engineer will act as the key on-site representative, overseeing construction activities and ensuring alignment with design specifications, quality standards, and project timelines. This role requires strong leadership to manage contractors, coordinate multidisciplinary teams, and maintain effective communication with stakeholders.

RESPONSIBILITIES:

  • Will be responsible for the supervision of the progress and compliance of responsibilities the works with Contract, the technical specifications and the approved detailed design.
  • To be available on site on a full-time basis.
  • The Resident Engineer shall act as the PMC representative on site with full authority for day-to-day supervision and coordination.
  • To be committed to a team ethic with Client, his colleagues & contractors to check that the works are satisfactorily completed within time & cost and to the required technical standards.
  • To be responsible for all main correspondence between Client, Engineer and the contractors and arrange for the correct and prompt distribution as appropriate.
  • To Coordinate all construction activities with contractors and local authorities.
  • Coordinate with Team Leader and ensure all approvals are in place in time for execution of Works.
  • To chair all progress review meetings with Contractors and prepare and distribute Minutes of Meetings to all parties
  • To monitor overall progress on each contract with the assistance of his staff and resolve problems arising on the site, both technical and financial.
  • Prepare budget estimates and cost control measures for the project.
  • Prepare work plans for achievement of yearly physical and financial targets of the project.
  • To issue site instructions (involving payment) and memos (involving payment, but requiring the contractor's attention and action), all copied to client.

  • To certify bills of contractor duly checked and send payment advice to Client.
  • To advise when to issue completion certificate at the end of construction/ supply/ installation works on site.
  • To check & agree/ modify final account statement from each contractor for certification by the Engineer, including the remaining retention until the end of the defect's liability period.
  • To check that defects are satisfactorily remedied during the liability period.
  • To issue Contractual letters as prepared by Contract Specialist to stake holders as and when necessary.
  • To check & agree/ correct final release of retention payment statements for certification by the Engineer at the end of defect liability period.

QUALIFICATION:

  • Must have a minimum of 20 years of cumulative experience in Civil Engineering and there of a minimum of 10 years related to jetties, breakwater or marine construction.
  • Must have served in a similar capacity at least 3 port construction projects of similar nature with each project 100 million USD or more construction costs.
  • Preferably be a full-time employee of the Consultant for at least 5 years in addition.
  • Fluent in writing and speaking English is mandatory.
