The Resident Engineer – Lower Works shall act as the Owner's Engineer representative on site and be responsible for overseeing the construction, quality, safety, environmental compliance, progress monitoring, and contract administration of all Lower Works components of the Pakil Pumped Storage Project. The role ensures that construction activities are executed in accordance with the approved design, technical specifications, contract requirements, applicable standards, and project schedule while safeguarding the Owner's interests.
Responsibilities:
- Supervise day-to-day construction activities of Lower Works facilities.
- Monitor contractor compliance with approved drawings and specifications.
- Coordinate with contractors, designers, and stakeholders on site issues.
- Conduct regular site inspections and progress reviews.
- Ensure timely resolution of construction issues.
- Verify compliance with technical specifications and quality plans.
- Review inspection and test plans (ITPs).
- Witness critical tests and inspections.
- Monitor material approvals and testing results.
- Recommend corrective actions for non-conformances
- Monitor contractor performance against contract requirements.
- Review progress claims and variations.
- Evaluate extension of time (EOT) requests.
- Maintain site records and documentation.
- Assist in dispute avoidance and resolution
- Monitor compliance with HSE plans and procedures.
- Participate in safety inspections and audits.
- Review incident reports and corrective actions.
- Ensure environmental mitigation measures are implemented.
- Promote a strong safety culture among project personnel
- Monitor construction progress against approved schedules.
- Identify risks affecting cost, quality, and schedule.
- Review recovery plans for delays.
- Prepare site progress reports.
- Provide recommendations to project management
Qualifications:
- Bachelor's Degree in Civil Engineering
- Professional Engineer License/Registration
- Master's Degree in Civil Engineering, Dam Engineering, Hydropower Engineering, or related field
- FIDIC Contract Management Training/Certification
- Project Management Certification (PMP or equivalent)
- Construction Safety Certification
- Dam Safety or Hydropower Specialized Training
- Experience in dam, hydropower, or pumped storage projects. Minimum 15 years
- Experience as Resident Engineer, Deputy Resident Engineer, or Construction Manager
- Experience in underground works, waterways, tunnels, or powerhouse structures
- Experience with large-scale infrastructure projects
- Experience on Owner's Engineer or Engineer's Representative assignments
