Job Description

EDUCATION

  • Bachelor of Laws or Juris Doctor degree
  • Successfully passed the Philippine Bar Examination
  • Member in good standing of the Integrated Bar of the Philippines (IBP)
  • Completion of Mandatory Continuing Legal Education (MCLE) requirements
  • Additional coursework in Administrative Law, Regulatory Compliance, or Public Policy is an advantage

ROLE OVERVIEW

The Regulatory Affairs Lawyer will provide strategic legal and regulatory support to ensure full compliance with the Konektadong Pinoy Act (Republic Act No. 12234) and other evolving telecommunications laws and regulations. The role will focus on interpreting and implementing regulatory frameworks that affect the Company's wireless and broadband operations, supporting engagement with government agencies, and ensuring continuity of mission-critical regulatory functions.

  1. Monitor, analyze, and interpret the Konektadong Pinoy Act (KP Law), its Implementing Rules and Regulations (IRR), and other issuances in relation thereto, as well as other related telecom and ICT regulations.
  2. Provide timely and actionable legal opinions on regulatory requirements affecting wireless, broadband, and emerging technologies.
  3. Draft and review submissions, reports, and regulatory filings to the National Telecommunications Commission (NTC), DICT, and other relevant agencies.
  4. Coordinate and participate in regulatory consultations, public hearings, and working groups concerning the KP Law, spectrum management, and infrastructure development.
  5. Support advocacy initiatives to promote PLDT's and SMART's position in regulatory and policy matters.
  6. Assist in the management and monitoring of spectrum allocations, assignments, and renewals.
  7. Provide legal guidance on issues involving tower fees, underground cabling, right-of-way, and local government regulatory ordinances.
  8. Identify potential regulatory risks arising from new legislation or administrative issuances and recommend mitigation strategies.
  9. Work closely with senior regulatory personnel nearing retirement to ensure structured handover and continuity of institutional knowledge.
  10. Collaborate with Network, Government Relations, and Corporate Affairs teams to ensure alignment of regulatory compliance and operational strategies.
  11. Contribute to developing internal bench strength and mentoring junior lawyers in regulatory practice.
